Pay Range

$89,670 - $111,324 Annually for the H13.2 level
$107,550 - $133,524 Annually for the H13.3 level

Job Description

We’re looking for a Staff Relations Representative to provide consultation and problem-solving assistance to Laboratory supervisors, managers, and employees on work-related issues. You will report to the Staff Relations Manager in the Director’s Office. Under minimal direction, you will support all aspects of staff/labor relations and will interact with managers, supervisors and employees. 

This position is a Flexible Term appointment for 6 years.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. 

You will

  • Participate in informal and formal internal investigations to minimize exposure to liability and facilitate communication between disputing parties.
  • Assist more senior Staff Relations Advocates in the interpretation of Laboratory policy and procedure questions; answer related questions.
  • Provide advice and counsel to managers, supervisors and employees regarding personnel management, such as workers compensation and disability management/accommodation, in order to ensure compliance with the law and Laboratory policies.
  • Assist in the development and presentation of training programs to managers and employees on staff relations-related topics.
  • Research and respond to all Unemployment Insurance claims and appeals from California and other states.
  • Serve as the Administrative Manager and Point of Contact for the Energy Employees Occupational Illness Compensation Program Act claims program.
  • Manage the Laboratory’s extended medical leaves of absence and serve as POC for Benefits.
  • Monitor and track the Laboratory’s lost/stolen property cases.
  • Perform all assignments in accordance with ES&H, security, and personnel and business practice requirements and policies.
  • Perform other duties as assigned.

Additional job responsibilities, at the H13.3 level

  • Conduct informal and formal internal investigations to minimize exposure to liability and facilitate communication between disputing parties; ensure that legal requirements are met to minimize exposure to liability.
  • Track Staff Relations issues and provide feedback on trends as needed; recommend sound and practical solutions to complex issues. 
  • Interpret Laboratory policies and procedures and answer questions.
  • Provide advice and counsel to managers, supervisors and employees on a wide range of work-related issues and personnel management, including but not limited to workers compensation and disability management/accommodation, in order to ensure compliance with the law and Laboratory policies.
  • Represent the Laboratory before administrative boards, government agencies, and employee organizations.
  • Perform legal research, analyze policies and data and provide recommendations.
  • Represent the Laboratory at Unemployment Insurance hearings.
  • Develop and present training programs to managers and employees on Staff Relations related topics.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s Degree in Business, Labor and Industrial Relations, or Human Resources Management or equivalent combination of education and related experience.
  • Comprehensive knowledge of and experience interpreting and applying Labor Relations principles and regulatory requirements and relevant state and federal laws affecting Staff Relations.
  • Experience conducting research, investigating alternative solutions, and recommending solutions for Staff Relations issues/problems that are confidential and sensitive in nature.
  • Knowledge of conflict and dispute resolution using mediation intervention and conflict management techniques.
  • Knowledge of how to coach and counsel individuals on work-related issues.
  • Written and verbal communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to managers, supervisors, and employees.
  • Experience developing reports, memos, and letters that integrate relevant policies, procedures, laws and regulations with facts and provide analysis and conclusions.
  • Experience managing multiple projects and deadlines.
  • Experience assisting in the design and delivery of comprehensive education and training to broad audiences.
  • Ability to work independently and in multi-disciplinary teams, take initiative and manage multiple priorities under time sensitive, competing deadlines.
  • Ability to effectively interact with all levels of management within LLNL and other agencies as necessary.

Additional Qualifications at the H13.3 level

  • Advanced knowledge and experience interpreting and applying regulatory requirements and relevant state and federal laws affecting staff relations.
  • Experience facilitating conflict and dispute resolution using mediation intervention and conflict management techniques.  
  • Experience conducting research, investigating alternative solutions, and recommending solutions for a wide variety of staff relations issues/problems that are confidential and sensitive in nature.
  • Experience providing individual coaching and counseling to managers, supervisors, and employees on a wide range of work related issues.
  • Experience conducting training to employees and managers.
  • Advanced experience using common electronic data analysis tools and systems.

Position Information

This is a Flexible Term appointment, which is for a definite period not to exceed six years.  If final candidate is a Career Indefinite employee, Career Indefinite status may be maintained (should funding allow).
