Pay Range

  • $142,050 - $182,388 Annual (TSS.3)
  • $170,430 - $218,868 Annual (TSS.4)

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Field Engineer / Quality Control Manager. You will have advanced technical and administrative oversight for execution of the Mission-Driven Craft Labor Contract (MDCL) and subcontract construction affecting Laboratory structure, systems and components related to the construction/facility infrastructure environment and technical responsibility for managing subcontracted construction projects and planning, coordinating, and communicating subcontractor construction activities with the representatives across the laboratory. This position is in the Project Management Office (PMO), Construction Management Division (CMD) seeking a skilled and motivated Field Engineer / Quality Control Manager to join our team. As a Field Engineer / Quality Control Manager, you will assist the construction project team consisting of engineers, construction, project managers, facility managers, maintenance, and operations personnel in the technical aspects of the civil, structural, mechanical, and architectural scope. Individual will provide direct support to construction managers, contractors, and craft professionals, including, but not limited to, work package creation and maintenance, quality control, quantity verifications, material take-offs, material verifications, design change coordination, and general problem solving – all in support of meeting project cost, quality levels and time schedules. Candidate will need excellent problem-solving skills, and a responsibility to deliver excellent customer service. 

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

You Will

  • Provide advanced technical and administrative direction and oversight in support of LLNL construction projects.
  • Coordinates with engineering on constructability and design reviews relating to installations and work sequencing.
  • Provides field engineering support and assistance to construction managers, design managers and transfer to operations/ commissioning manager supporting personnel in meeting quality standards, materials verification equipment review, and assures results meet design requirements.
  • Develops work plans, verifies contractor material take-offs, performs and document inspections, report progress, and resolves conflicts in design and construction related to the installation and testing of structural, civil, mechanical, and electrical commodities.
  • Performs field engineering activities including inspections, audits and planning to support the installation of formwork, rebar, concrete, structural steel, architectural, earthwork, mechanical and electrical systems and planning activities for material and equipment.
  • Assures procedural compliance, material control, and complete and thorough documentation of inspections for completed work.
  • Supports preparation of construction drawings and schedules, design of temporary construction facilities and ensures preparation of as built drawings. Operation manuals, warranties, and other job plans.
  • Supports planning and delivery of construction materials and equipment, assuring that proper storage exists to ensure environmental protection.
  • Review’s specifications, contractor purchases, submittals, cut sheets, shop drawings and RFIs, inspection reports, delivery schedules, instruction manuals, and technical data to assist and advise on site.
  • Oversees and coordinates subcontractor work efforts and subcontract changes and interfaces.

In Addition, at the TSS.4 Level

  • Create project specific quality assurance plans and perform/coordinate/direct quality assurance oversight of work in progress.
  • Projects involve a significant amount of structural, mechanical, and electrical scope. Candidate should be well versed in concrete operations and American Concrete Institute (ACI) Codes and Standards, California Building Code, IS9001, AASHTO, American Welding Society, DOE Order 414. Candidate should be able to proficiently work in high paced environments and manage change while upholding LLNS Safety and Quality standards. 

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in electrical or mechanical engineering or related field preferred, construction management, or a related subject from an accredited university; or in lieu of a degree, 10+ years of related construction/craft experience.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
  • Experience and knowledge of nuclear operations, engineering design, and the implementation and flow down of nuclear safety, quality and security requirements.
  • Advanced knowledge and understanding of construction management role and of construction methods, materials and codes, and an ability to read and understand blueprint drawings.
  • Advanced knowledge of and experience with constructability review of bid packages.
  • Significant experience managing construction projects.
  • Significant experience interpreting and applying applicable local, state, and federal safety standards, codes, laws, and regulations, environment, safety, and health policies and procedures, and OSHA regulations to each construction project.
  • Advanced verbal and written communication skills necessary to effectively explain, present, and advise all project personnel and customers. Proficiency with construction project management software such as Procore, Kahua or similar software.

In additional to theTSS.4 Level

  • Expert knowledge in construction management and methods, materials, codes and an ability to read and understand blueprint drawings.
  • Expert with constructability bid packages.
  • Expert communication verbal and written to effectively explain, present and advise Sr Management, project personnel and customers.

Qualifications We Desire

  • Experience at DOE facilities and projects with a detailed working knowledge of key DOE Orders related to quality control, including knowledge of nuclear industry regulations and standards, such as, DOE, and local, state, and federal codes.
  • Proficiency with MS Project.
  • Familiarity with LLNL’s Integrated Safety Management System.
  • Experience with DOE O 413.3B orders Program and project Management for the acquisition of capital assets.
