Pay Range

$129,030 - $160,188 Annual (C02.4)

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We’re looking for an Accountant Team Leader to support the General Accounting & Tax Compliance, STARS & Property Accounting team of the Office of the Chief Financial Officer (OCFO) Organization.  You will direct the preparation, analysis, maintenance, and review of complex institutional accounting and financial information within a dynamic and fast-paced work environment. 

You will

  • Serve as Team Lead and subject matter expert, provide strategic leadership, direction, and oversight to the Standard Accounting and Reporting System (STARS) and Property Accounting Teams to assure services are appropriately aligned to meet customer needs and comply with the provisions of Contract 44, Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
  • Perform complex analyses, reconciliations, and verifications on systems, financial reports and schedules. Serve as an expert with regard to the interpretation and application of financial standards, policies, and procedures.
  • Supervise exempt staff, providing leadership and day-to-day work direction including review of written analysis, journal entries and interpretation of complex financial policies, guidance and regulatory requirements.
  • Independently research and resolve highly complex questions, including issues reported in ServiceNow, taking corrective action.   
  • Analyze and research system functionality, testing, reporting and data discrepancies to ensure integrity in financial reporting. 
  • Perform and may oversee risk analysis on internal controls, develops self-assessment scope and leads self-assessment; leads preparation of certification statements pertaining to Laboratory’s financial systems and accounts; prepares and negotiates complex proposals for accounting practice changes. . 
  • Negotiate and may oversee funding determinations on sensitive or highly visible and complex issues. Negotiate lower million-dollar level funding determinations, e.g. $300M. Develop in-depth funding determination analysis and prepare recommendations.
  • Lead development of new financial system user requirements for complex systems involving Laboratory-wide users; define impacts, benefits, and long-term goals; manage configurations for highly complex Laboratory-wide financial systems; present project status, schedule, and budget to management.
  • Participate in Project Accounting, Property Accounting and General Ledger monthly close activities. 
  • Establish and implement policies, procedures, and processes in response to DOE/NNSA/LLNS and other regulatory requirements, including taxing authorities. Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor’s degree in Accounting, Business Administration, Economics, Finance or a related field, including applicable General Ledger work experience, or the equivalent combination of related experience, education, and training in the accounting/finance field. 
  • Extensive experience applying expert analytical skills to independently research, interpret analyze, compile, and present highly complex financial data and information, requiring mature judgement, discretion and tact. 
  • Advanced knowledge of accounting theory, policies and procedures, financial systems analysis, and internal controls with Generally Accepted Accounting Principles (GAAP).
  • Relevant experience with Enterprise Resource Planning (ERP) systems, such as Oracle Financial applications and Projects. 
  • Advanced knowledge and experience applying general accounting operations policies and procedures, including reconciliation of asset, liability, and equity accounts. 
  • Experience interpreting and applying financial policies and procedures.  
  • Excellent communication skills (both verbal and written) and advanced organizational skills to work independently and as part of a team to effectively create detailed and readily understood financial memos, briefings, documentation, and reports. 
  • Expert-level experience in developing and maintaining financial spreadsheets containing advanced functions, including expertise in utilizing commercial and/or institutional financial tools. (e.g., Microsoft Word and Excel).

Qualifications We Desire

  • Graduate degree in Business Administration, Accounting, Finance, or Economics and/or CPA.
