Pay Range
$118,290 - $151,932 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for an Emergency Response Training Manager. You will provide leadership, technical oversight, training solutions, and direction to the Laboratory’s Emergency Response Organization (ERO) training and qualifications program. You will also support development of the training programs for selected positions within the Emergency Management Department (EMD). This position is in the Emergency Management Department, Response and Support Division.

You will 

  • Develop comprehensive training programs and curriculums for the LLNL Emergency Response Organization (ERO) covering the management of emergency response, as well as other emergency program related courses.
  • Present technical training courses to a broad variety of EMD and ERO personnel focusing on emergency response action management and actively engage in providing State and Federal sponsored training (FEMA, NIMS, SEMS, ICS, etc.) certified courses.
  • Evaluate, update, and revise existing ERO training curriculum to incorporate position-specific, performance-based courses, using instruction system design principles to define the required training goals and objectives.
  • Design, plan and execute Emergency Operations Center (EOC) emergency training drills that prepare EOC personnel readiness for coordinating, supporting, and communicating during an emergency in accordance with the National Incident Management System (NIMS).
  • Create and maintain job aids, position task books, and tools to assist trained ERO members in successfully performing their duties during an emergency.
  • Obtain and maintain qualifications as an instructor per LLNL and US Department of Energy (DOE) requirements and qualify and maintain qualifications as a member of the Emergency Response Organization.
  • Manage the LLNL ERO training program in accordance with institutional LLNL Training Program Management policies and requirements.
  • As requested by EMD Division Leaders assist them with development and management of the internal training efforts for EMD staff, and compliance with LLNL and external training requirements.
  • Collaborate with various levels of senior management, Laboratory personnel, ES&H program staff, DOE/NNSA Livermore Field Office (LFO) personnel, other DOE national laboratory emergency management training staff, inspectors and auditors, and state and federal regulatory agencies.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in emergency management or a significantly related technical field or equivalent combination of education and experience in a related emergency management field with the demonstrated ability to perform independent work.
  • Demonstrated working knowledge of the National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS), and other related Emergency Management systems (e.g., NFPA, DOD, NASA, NRC, etc.).
  • Experience in the implementation of training and readiness programs for emergency response organizations and for working in an Emergency Operations Center (EOC) or similar type of essential emergency response management or communication facility.
  • Experience developing, coordinating, and leading the implementation of an emergency responder readiness drill program with the ability to convert the analysis of identifying hazards, potential consequences, and emergency plans and procedures into appropriate lessons plans and training curriculum.
  • Comprehensive technical, critical thinking, and decision-making skills necessary to independently advise and recommend appropriate solutions and implement these solutions to solve complex technical emergency management and response problems.
  • Proficient verbal and written communication skills to effectively facilitate, collaborate, present, and explain complex technical information and interact with all levels of internal and external personnel.
  • Proficiency in using personal computers and industry standard business technologies including database/software (Microsoft Excel, Word, PowerPoint).
  • Ability to serve in a designated position in the LLNL Emergency Operations Center (EOC) during work hours and non-work hours for emergencies (earthquake, fire, hazardous material spills, security threats, etc.).
  • Completion of Federal Emergency Management Agency (FEMA) courses: ICS-100, 200, 300, 700, and 800.

Qualifications We Desire

  • Emergency planning experience at other federal facilities.
  • Knowledge of and experience with implementation of DOE Order 151.1D, NFPA Standard 1600/1660, or DOD Instruction 6055.17.
  • Experience as an emergency response organization member.
  • Familiarity with EOC information management systems (e.g., WebEOC, Veoci, or other EOC system software).
  • Ability to develop and maintain an effective Emergency Response Organization (ERO).
  • Completion of the following advanced FEMA courses:
    • ICS-400: Advanced Incident Command System for Complex Incidents
    • G0191: Emergency Operations Center/Incident Command System Interface
    • E0141: Instructional Presentation and Evaluation Skills
    • E0449: Incident Command System (ICS) Curricula Train-the-Trainer
