Job Description

We have an opening for a Training and Organizational Development (T&OD) Specialist to provide a full range of services, such as planning, scheduling, publicizing, tracking, evaluating, and coordinating new and existing professional programs within the Engineering Directorate. You will partner with our division customers, external consultants, vendors, instructors, colleagues, and management throughout the training process, focusing on identifying appropriate Training and Organizational Development (T&OD) opportunities, enrolling attendees in courses, tracking and reporting completion of trainings, maintaining a master training calendar, and managing the day-to-day activities of directorate training programs. This position is in the Engineering Associate Director’s Office

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Manage the administrative and operational aspects of our training and organizational development programs including collaboration on vendor contracts, tracking project budgets, course communication and scheduling of open enrollment and intact programs for onsite and virtual classrooms.
  • Execute institutional T&OD programs, including independently creating, managing, and maintaining spreadsheets, databases/dashboards to track completed trainings, Metrics That Matter (MTM) evaluations and feedback on course and instructional effectiveness.
  • Consult with Engineering Subject Matter Experts and teams regarding training, professional development, and career growth options/opportunities, while leading assessment activities without leadership supervision.
  • Initiate/monitor complex procurement contracts. Develop/maintain relationships serving as a point of contact for external consultants/vendors who provide institutional and directorate leadership training.
  • Create, plan, maintain, and update a master training calendar and course offerings guide to reflect T&OD opportunities for Engineering employees.
  • Maintain and/or provide internal website and develop internal materials and communication plans to be distributed/advertised across the directorate promoting course details, participation, and benefits of T&OD opportunities.
  • Independently review course evaluations for trends and benchmarking. Conduct post-program/course employee surveys and provide feedback to internal and external instructors to ensure quality and relevance of Engineering directorate managed training.
  • Perform other duties as assigned.

Additional job responsibilities, at H04.4 level

  • Develop, oversee, communicate, and implement training options to ensure client needs are met in a cost-effective manner, including soliciting and negotiating external proposals, and making appropriate vendor selections that align with Engineering’s organizational strategies.
  • Define and manage complex learning scenarios and communication processes, interfacing with all levels of management and directorate contacts implementing technical and related engineering courses.
  • Ensure that Engineering’s training aligns with the institution; while under constructive direction research, evaluate and recommend new courses, development/learning paths and resources in partnership with other Workforce and Organization Development (WOD) staff to include the evaluation, facilitation, and delivery of course material.
  • Serve as a knowledge leader/mentor and a technical lead for the administrative staff who process are assigned as division training program administrators, to analyze, report, summarize institutional training records as they relate to the Engineering directorate workforce.
  • Represent the directorate as a training manager, developer, training database expert while compiling written and statistical reports regarding the status of employee training while representing Engineering on internal committees, governance and working groups.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in Training and Development, Organizational Development, Instructional Technology, Industrial Psychology, Education, Human Resources, or related field; or equivalent level of competence obtained through experience, education and/or training with prior experience and a graduate degree or professional certification.
  • Possess an applied advanced knowledge and understanding as a training system designer, training data analysis, or similar role.
  • Knowledge and experience of training and organizational development theories, techniques, policies, procedures, practices, and system as a seasoned professional.
  • Working knowledge of employee training software that includes, analytics, customizable reports, and the performance of training programs or related Learning Management System.
  • Accomplished in using Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams, SharePoint, OneNote) and other learning software.
  • Ability to organize and manage multiple training initiatives simultaneously, working effectively with limited supervision in an environment with changing deadlines, instructions, priorities, and frequent interruptions.

Additional qualifications at the H04.4 level

  • Recognized as an expert in applying training and organizational development theories, techniques, policies, procedures, practices, and systems (e.g., MTM, Skillsoft Online Learning System, LinkedIn Learning, FranklinCovey All Access Pass, VitalSmarts, DiSC, TruScore, etc.).
  • Advanced project management training, with experience in worker programs that may include employee qualifications, retraining, refresh, and retake course determination schedules.
  • Experience leading business activities that involve problem-solving issues with ability to delegate complex issues.
  • Significant experience creating new administrative systems and processes to improve training and organizational development functions.

Qualifications We Desire

  • Preferred HR Generalist or Training Specialist, and/or related experience working in a role assessing needs, instructional design, training, organizational development, and implementing programs in multiple areas.

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.
