Job Description

The Office of Laboratory Infrastructure (OLI) in the Director’s Office Directorate has an opening for a Campus Strategic Site Planner/urban planning professional to provide planning direction on a variety of infrastructure projects.

The selected candidate will serve as a senior subject matter expert on site and space utilization for the site development of the Laboratory, including responsibility for planning, interpreting, organizing, executing, coordinating, and generating siting criteria for the design and construction of Laboratory facilities and infrastructure. Interacts with internal staff, Program clients, Deputy and PAD/AD level management, Associate Director Facility Managers (ADFM’s), and DOE/NNSA on a variety of site, facilities, and budget-related planning issues. This position will report to the Office of Laboratory Infrastructure (OLI) Deputy Director.

In this role you will

  • Provide technical leadership to the space and site planning staff, and other design professionals and administration staff to carry out a variety of infrastructure planning activities.
  • Interpret and analyze complex data and drawings related to facilities and infrastructure to address planning issues and develop site and area plans for individual directorates, capability neighborhoods, and for LLNL, overall.
  • Serve as point of contact for office, lab and storage space issues, working to find possible solutions, and providing realistic and cost-effective options for affected groups. Identify and work toward the resolution of facility planning issues in collaboration with program and institutional clients.
  • Advise management on technical siting criteria that define and/or modify construction project plans. Acts as subject matter expert for code interpretations and consultations.
  • Identify site development issues and develops project plans to resolve issues, ensuring work products comply with project objectives, budget, and utilizes available resources, and integrates the requisite coordination with other design disciplines and technical reviews.
  • Provide expert level analysis of databases to determine best implementation strategies. Produce and communicate those strategies in presentations, and long-range campus redevelopment strategies to advocate a holistic and collaborative approach that greatly impacts the future Laboratory-wide operations and appearance.
  • Develop and execute siting approval documents based on analysis, findings, and determinations for signature approval by sponsoring and affected Associate Directors and the OLI Deputy Director.
  • Create and present integrated project information suitable for LLNL’s executive management consumption including to the Senior Management Team, Laboratory Field Office, and other key stakeholders individually and in collaboration with multi-discipline team of senior planners and/or project team members.
  • Perform all assignments in accordance with ES&H, security and business practice requirements and policies.
  • Perform other duties as assigned.

Qualifications

  • Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Civil/Site Development Engineering, Urban Planning, Land Use Planning, Architecture, Landscape Architecture or another engineering related field or an equivalent level of demonstrated knowledge.
  • Significant experience in civil/site development engineering, space and site planning, architecture, landscape architecture, urban planning or land use planning functions/applications.
  • Subject matter expert knowledge of physical planning, site analysis, and space management practices including metrics development and validation in a facility complex with multiple user groups competing for limited resources.
  • Demonstrated expertise of infrastructure assets and tools to ensure long-term stewardship of infrastructure portfolios with understanding of DOE or similar corporate mission drivers, business trends and customer/sponsor requirements.
  • Extensive experience in conceptualizing and solving complex technical problems through use of creative problem-solving, mature judgment, and decision-making techniques.
  • Significant experience in coordinating or managing multiple projects effectively in a fast-paced team environment.
  • Significant experience with providing technical leadership, administration, and resource management necessary to manage a professional/technical-level team.
  • Demonstrated advanced proficiency with personal computers, use of MS Office applications, Word, Excel, PowerPoint, and discipline-specific design software (such as AutoCAD).
  • Expert communication, facilitation, presentation, and collaboration skills necessary to direct, negotiate, influence, motivate, manage, and to provide advice to senior management, reviewers, and stakeholders. Ability to help senior management reach consensus on sensitive projects is critical.

Qualifications We Desire

  • Advanced degree in scientific or engineering discipline or related field.
  • Licensed Professional Engineer or Architect.
  • Knowledge of LLNL operations or understanding of DOE/similar agency requirements.
  • Knowledge and experience with digital graphic simulation software (such as Sketchup-3D or Revit).

Security Clearance

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.  Most positions will require a DOE L or Q clearance (please reference Security Clearance requirement).  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  An L or Q clearance requires U.S. citizenship.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.  For additional information please see DOE Order 472.2.
