Job Description

The Scorpius project in the Weapons Complex Integration Directorate (WCI) has an opening for a Quality Engineer. You will be responsible to build and maintain an effective quality culture among a team of physicists, electrical and mechanical engineers, designers, technicians, and supplier-management staff.  The culture of quality shall encompass quality of in-house design efforts, quality of in-house/supplier documentation, and quality of various in-house and supplier-provided “products.”  The role will include development, implementation, and maintenance of administrative/business/engineering processes which enable systematic approaches to team objectives.  You will educate a team of electrical and mechanical engineers, designers, technicians, and supplier management staff in the principles and capabilities of various quality systems/principles while building consensus and ensuring their support for your implementations.  The role requires a schedule-sensitive, solution-oriented individual, with the ability to recognize and apply varying levels of rigor in anticipating (or resolving) quality challenges.  This position is in the National Security Engineering Division (NSED) in the LLNL Engineering Directorate, with the successful individual matrixed to WCI.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Provide solutions—adapted/tailored to the Scorpius Project and team and its schedule—of how to apply a graded approach to quality control on various complex products/systems to ensure requirements are reliably met, then build consensus, and proceed.
  • Develop, build consensus, implement, and maintain administrative/business/engineering processes—adapted/tailored to the Scorpius Project and team and its schedule covering quality of in-house design efforts, quality of in-house/supplier documentation, and quality of various in-house and supplier-provided “products.”  Write and maintain documentation of these systematic approaches, i.e., project procedures.
  • Educate a team of physicists, electrical and mechanical engineers, designers, technicians, and supplier-management staff in the principles and capabilities of various quality systems/principles while building consensus and ensuring their support for your implementations. Set direction for the team on Quality issues; serve as point of contact to resolve Quality issues while avoiding schedule delays.
  • Provide solution-oriented oversight of suppliers’ Quality Assurance programs, while personally assisting suppliers with development and implementation of appropriate/warranted improvements (assist with Corrective Actions).
  • Prepare complex inspection/test procedures, incorporating knowledge of various stakeholders and lessons learned to date.  Assist with writing the quality, inspection, test, sections of Statements of Work.
  • Provide technical assistance with transition of in-house prototype assembly and test to subcontracted assembly/test efforts.  For these efforts, assist with preparation and release of documents for each solicitation’s technical package.  
  • Visit various LLNL labs/assembly areas and travel to suppliers’ facilities to assess progress, determine and provide necessary process improvements, identify, and mitigate risks, witness testing, etc.
  • Provide regular status updates to stakeholders; recognize when to develop and initiate workarounds to project obstacles.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level

  • Write, proof, and revise highly complex inspection/test procedures, incorporating knowledge of various stakeholders and lessons learned to date. Assist with writing the quality, inspection, test, sections of Statements of Work.
  • Provide creative solutions—adapted/tailored to the Scorpius Project and team and its schedule—of how to apply a graded approach to quality control on various highly complex products/systems to ensure requirements are reliably met, then build consensus, and proceed.

Qualifications

  • Bachelor’s degree in engineering with significant experience developing/implementing/tailoring Quality programs in dynamic time-sensitive new-product environments with wide ranges of outsourced content.  
  • Ability to anticipate, prevent and resolve quality problems among schedule-driven teams.
  • Significant experience educating a multidisciplinary team in the principles and capabilities of various quality systems/principles while adapting your approach to build consensus and ensure participation.
  • Significant experience resolving the organizational challenges of initial implementations and/or extending quality systems/principles without impact to overall project schedule.
  • Significant experience building consensus, generally without formal authority, across a wide range of engineering and organizational disciplines, while ensuring against delivery-schedule disruptions.
  • Advanced knowledge of industry-standard Quality Assurance programs, quality control methods, and applicable industry standards (e.g., ASQ, IPC, ANSI); experience developing and implementing in-house QA/QC practices appropriate to varying design maturity; e.g., early prototype vs. production-ready design.
  • Advanced verbal and written communication skills necessary to effectively collaborate in a team environment, i.e., present and explain technical information, provide assessments/recommendations to management, influence/build consensus within multi-discipline teams, etc.

Additional qualifications at the TSS.4 level

  • Highly advanced knowledge of industry-standard Quality Assurance programs, quality control methods, and applicable industry standards (e.g., ASQ, IPC, ANSI); Expert level experience developing and implementing in-house QA/QC practices appropriate to varying design maturity; e.g., early prototype vs. production-ready design.
  • Expert verbal and written communication skills necessary to effectively collaborate in a team environment, i.e., present and explain technical information, provide assessments/recommendations to management, influence/build consensus within multi-discipline teams, etc.
  • Experience leading teams in defining/improving administrative/business/engineering processes covering quality of in-house design efforts, quality of in-house/supplier documentation, and quality various in-house and supplier-provided “products.  Also, experience adapting/tailoring your implementations to the cultural characteristics, skills, knowledge, and abilities of the overall team.

Qualifications We Desire

  • ASQ Certified Quality Engineer, or similar nationally recognized certification.
  • Experience in developing suppliers of new specialized components and integrated assemblies, e.g., experience assisting suppliers with quality challenges of new product introductions (NPIs).
