Pay Range

$142,050 - $218,868 Annually

$142,050 - $182,388 Annually at the TSS.3 level

$170,430 - $218,868 Annually at the TSS.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a FIE Physical Security Section Leader.  You will have advanced technical and administrative oversight for execution of the physical and technical security functions to ensure compliance with Department of Energy (DOE) security standards. You will contribute to and oversee the development of construction documents for all Sensitive Compartmented Information Facilities (SCIF), as well as supervise the Field Intelligence Element (FIE) physical security team members of the Special Security Office.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will 

  • Provide complex and dynamic professional security support and oversight of SCIFs and related FIE programs working with the Special Security Office.
  • Conduct technical and administrative tasks and oversight in support of LLNL construction projects; create and negotiate Construction Security Plans with the DOE Office of Intelligence and Counterintelligence (DOE-IN).
  • Develop documentation, policies, and procedures to ensure evolving security customer requirements are met for Compartmented Areas, and other required areas of the facility.
  • Monitor project progress, identify potential issues, and develop mitigation strategies to minimize risks in coordination with the project manager and program.
  • Provide solutions to complex technical issues and implement construction resolutions relating to complex drawings, specifications, and other construction data furnished to subcontractor in accordance with subcontract and LLNL requirements.
  • Assess project issues and develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives.
  • Direct the procurement and delivery of government furnished equipment and/or material.
  • Review the site-specific safety plan (SSSP) and job hazards analysis (JHA) for adherence to accepted Laboratory safety policies. Expedite and coordinate the review and approval process of project specific safety documents with LLNL ES&H stakeholders.
  • Coordinate the commissioning process with LLNL stakeholders, oversee the testing/commissioning activities, and assemble project close-out documentation.
  • Communicate project status and issues to stakeholders, including project team members, clients, and senior management.
  • Prepare and review security plans and lead or conduct inspections, audits, self-assessments, and other work activities related to physical and personnel security for SCIFs, FIE members, and Sensitive Compartmented Information (SCI) holders. Maintain compliance records and/or corrective action plans.
  • Serve as a knowledge resource to employees, provide program personnel with training on diverse security & administrative requirements from various sponsor agencies & DOE.
  • Assess, analyze, apply, and implement security related policies, procedures, methods, operational requirements, practices, and deliverables in compliance with LLNL, DOE-IN, Department of Defense, and Intelligence Community Directives (ICDs), orders, and requirements which can vary from program to program, to facilitate Strategic Intelligence Partnership Program (SIPP) work onsite.
  • Develop solutions to complex security-related problems and issues; research, recommend and implement alternatives.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level 

  • Provide strategic technical advice to management for projects related to the design, construction, and operation of SCIF facilities.
  • Represent LLNS as the primary technical resource in the areas designated within the subcontract including implementing decisions related to construction matters, processing subcontractor-generated documents, requests for information (RFI), technical submittals, and as-built drawings.
  • Demonstrate knowledge and understanding of TSCM/TEMPEST policies and procedures.

Qualifications

  • This position requires an active DOE Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire and must have the ability to obtain and maintain SCI access.
  • Bachelor’s degree in security management, Construction Management, Engineering, or related field or equivalent combination of education and/or training in a security discipline(s) and significant related security experience performing work independently.
  • Advanced experience and knowledge of SCIF operations, engineering design, and the implementation and flow down of SCIF safety and security requirements.
  • Ability to supervise daily activities of labor including technical and administrative support and ensure that deliverables are produced on schedule and within budget and quality requirements.
  • Advanced knowledge and understanding of construction management role and of construction methods, materials and codes, and an ability to read and understand blueprint drawings.
  • Advanced knowledge of and experience with constructability review of bid packages.
  • Advanced verbal and written communication skills necessary to effectively explain, present, and advise all project personnel and customers.
  • Advanced experience developing and writing clear and concise assessments, corrective action plans, policies, procedures, investigative narratives, formal reports, and other correspondence. 
  • Significant experience administering and implementing complex security requirements in physical, technical, information, personnel, or cyber security; including analyzing and interpreting policies, or directives, writing and reviewing security plans, and identifying and conducting assessments, audits, and inspections.
  • In-depth knowledge of and experience with regulatory requirements/guidelines and compliance issues related to DOE & other government agencies.

Additional qualifications at the TSS.4 level

  • Subject matter expert knowledge of design, construction, and operation of SCIF facilities, and security requirements.
  • Experience monitoring or directing activities of subordinate staff, teams, or workgroups.
  • Expert verbal and written communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management.

Qualifications We Desire

  • Advanced knowledge of DOE Orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures.
  • Working knowledge of and experience applying LLNL, DOE, and Intelligence Community (IC) practices/policies and security requirements in a classified environment.
  • Demonstrated working knowledge and understanding of the IC requirements for the protection of IC sources and methods.
  • Highly organized with the ability to handle multi-tasking multiple programs and consistently meet deadlines.
  • Successfully completed TEMPEST fundamentals course
  • Successfully completed TEMPEST Installation & Design course
