The appointment was made by LLNL Director Michael Anastasio and confirmed by the University of California and by the National Nuclear Security Administration. Rakow has been serving in the position in an acting capacity since July 2004. Her appointment is effective immediately.
In making his appointment, Anastasio said that Rakow is ideally suited for the role. “Linda brings a broad scope of experience to this position,” said Anastasio. “Her expertise in business and finance, along with her knowledge of both the programmatic and operational areas of our Laboratory, will be very beneficial to meet the challenges facing us, and take on Laboratory initiatives for the future. I am pleased Linda will be joining my senior management team,” he said.
The chief financial officer is responsible for the leadership of the Lab’s financial function – including budget development and implementation, financial management and policy development. Rakow will manage the Lab’s institutional budget of approximately $1.6 billion dollars as well as supervise approximately 130 employees.
Rakow also will work closely with University of California officials, the Department of Energy/National Nuclear Security Administration and other federal agencies on Laboratory-related financial matters.
“I am very honored to have been selected for this position,” said Rakow. “I will continue to uphold the strong financial integrity of this Laboratory and ensure that our business and financial practices and systems are best in class.”
Rakow started at the Laboratory in 1985 in the Budget Office and has held a number of senior management positions during her career. Prior to her appointment as acting CFO, she was the assistant deputy director for Operations, Business, and Finance, providing senior level financial management support, both programmatic as well as institutional, to the director, the two deputy directors, and the associate directors for Defense and Nuclear Technologies and the National Ignition Facility. Rakow also was the associate director resource manager for Physics; business manager for Defense and Nuclear Technologies, assistant associate director for program planning in the National Security Office, and provided senior financial management oversight to the National Ignition Facility Programs directorate. In 1999, she undertook a six-month assignment with NNSA in Washington, D.C. Prior to joining the Laboratory, she held various technical and managerial roles with Reynolds Electrical & Engineering Company, Nevada Test Site, from 1975-1985.
Rakow has an MBA from the University of the Pacific in Stockton, Calif., and a bachelor of science degree in microbiology from the College of Charleston, in Charleston, S.C. She is a resident of Benicia, Calif., and has two grown children. In her spare time, Rakow enjoys traveling and sailing.
