Pay Range:
$157,650 - $193,020 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
Job Description
We have an opening for a Global Security (GS) Deputy Business Administrative Manager. You will be a key member of the GS senior management team and perform as the business operations leader for various aspects of GS’ administrative business. You will initiate, recommend, and implement internal administrative systems and procedures, and direct and assist the GS Business Administrative Manager with overseeing all management aspects of the directorate’s large business operations and administrative support personnel. This position is in the GS Principal Associate Directorate (PAD) reporting to the GS Business Administrative Manager.
In this role, you will
- Strategically develop administrative, operational, and institutional policies, procedures, methods and practices in support of Laboratory-wide initiatives; assess administrative needs, develop and implement procedures, methods, and practices to support fast-paced Business Administrative activities at the PAD level.
- Responsible for the management of the day-to-day business operations for the GS PAD Office.
- Act as a key support and backup to the GS Business Administrative Manager.
- Serve as a member of the GS Principal Directorate senior management team and participate in business and workforce planning, operational issues, and strategic planning activities.
- Manage the Recognition and Awards Program budget; Non-Reimbursable Funds’ budget; Employee Relations budget and the Administrative Training Budget.
- Oversee, direct, develop, implement and lead personnel functions, workforce planning, and staff development.
- Assess and develop courses of action related to business and/or organizational strategies, practices, initiatives, requirements, and deliverables.
- Direct, assess, and oversee an administrative team within multiple areas; oversee and advise on a broad range of functions, including staffing levels, recruiting, and hiring, and assist with administration of the performance management, salary, ranking and compensation activities, and implementation of office technology systems and procedures.
- Analyze and interpret HR requirements/guidance and determine and pursue courses of action to obtain results. Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
- Facilitate various internal committees and meetings to ensure timely communication of personnel related policies and issues. Represent GS on other institutional business and administrative committees; influence administrative, operational, and institutional policies, procedures, methods, and practices in support of Laboratory-wide initiatives; assess administrative needs and develop and implement procedures, methods, and practices at the directorate level.
- Perform other duties as assigned.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.
- Bachelor’s degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
- Extensive experience in administrative line management of personnel functions for a large, diverse organization, interpreting and applying a wide variety of personnel policies and procedures to complex situations with in-depth knowledge and understanding of recruiting, hiring, performance management, staff relations practices, and HR compliance requirements (e.g.,FLSA, ADA, EEO).
- Extensive supervisory experience with leadership and team building skills to effectively build, lead, and manage an effective business and operations support team.
- Significant analytical, research, and complex problem-solving skills to independently and successfully resolve unique and highly complex problems.
- Extensive experience participating in strategic planning activities.
- Experience working on a variety of institutional or cross-organizational activities and projects.
- Experience managing budgets and staffing levels.
- Extensive experience developing complex Excel workbooks and using Excel’s graphical and analytical tools.
- Experience managing a diverse group of non-exempt and exempt staff, and directing performance and salary management.
- Advanced interpersonal, verbal, and written communication skills to diplomatically explain, negotiate, persuade and lead staff and management through conflict resolution to obtain consensus on complex personnel and administrative actions.
Qualifications We Desire
- Experience using LLNL administrative systems including: SmartRecruiters, HR Personnel Database, LTRAIN, TIME, and other relevant administrative systems.
