Pay Range
$206,490 - $265,188 Yearly at the SEL.4 level
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
Job Description
We have an opening for an Enterprise Network Services EIS Group Leader/LivIT Associate Program Leader to provide advanced technical leadership and administrative support to Computing staff matrixed to the Livermore IT Program. You will direct the delivery of work in the Enterprise Network Services area of the LivIT Systems and Networking Technology (SNT) program. You will be working closely with other LivIT senior management, other LivIT program areas, programmatic customers, and senior leadership within federal agencies to effectively lead the group objectives. This position is within the Enterprise Infrastructure Services Division (EIS) of the Computing Directorate, in support of the LivIT Program.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
You will
- Provide technical leadership, guidance, mentoring, and supervision for a team of 20 or more EIS staff and team lead(s) assigned to the group in support of internal and external customers and program-specific missions.
- Provide leadership to the team; build, develop, and nurture team dynamics; identify and implement technology best practices.
- Develop multi-year vision, IT roadmaps, project and budget proposals for delivery of services, in collaboration with the SNT Program Leader, LivIT senior management, and Federal Agency leadership.
- Utilize expertise in IT infrastructure, architecture, and development to deliver advanced technical services and capabilities in network communications.
- Oversee workforce planning, recruiting, hiring, career and skill development; write performance evaluations, manage a training budget, and participate in strategic planning.
- Responsible for the general oversight and personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with all ES&H regulations, good business practices, diversity, equity, and inclusion, and equal opportunity.
- Interact with professional colleagues, supervisors/leads in other functional areas, and customer/sponsor representatives on matters requiring coordination across organizational lines to complete objectives.
- Exercise independent discretion and judgment to define and develop the approach to team interactions to achieve the goals of the program.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in Computer Science, Engineering, or related field or the equivalent combination of education and significant related experience.
- Highly advanced knowledge of industry practices in enterprise network architecture and implementation, including LAN, WAN, data center, cloud, wired, and wireless technologies within classified and unclassified space.
- Expert knowledge of delivering enterprise networks including the utilization of automation technologies (e.g. Ansible, Python or similar technologies) to develop automation capabilities and establish infrastructure as code frameworks specific to networking.
- Subject matter expert knowledge and technical leadership experience in one or more areas: enterprise networking, data center networking, network security, classified networking, and cloud network architectures.
- Significant experience and knowledge of Enterprise IT service delivery to large cross-cutting organizations.
- Extensive experience leading and managing a team of technical staff, including training, coaching, and performance management.
- Knowledge of management and leadership skills, including supervision, budget, and policies and procedures.
- Expert verbal and written communication and collaboration skills necessary to present, explain, and provide advice to management as well as develop formal correspondence, reports, proposals, and performance appraisals.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Per the Department of Energy (DOE), Lawrence Livermore National Laboratory must meet certain restrictions with the use and/or possession of mobile devices in Limited Areas. Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
