Pay Range
$129,036 - $192,252 Annually
$129,036 - $160,188 Annually for the Q01.4 level
$154,836 - $192,252 Annually for the Q01.5 level

Job Description
We have an opening for a Project Controls Analyst (PCA) with experience in Primavera P6 and Earned Value Management to support the National Security Engineering Division’s (NSED) Weapons and Infrastructure Programs (SD). With minimal direction, the successful candidates will provide support for the implementation of project controls functions in accordance with laboratory and sponsor requirements. This position is in the National Security Engineering Division (NSED) within the Engineering Directorate.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role, you will
- Coordinate with program teams to understand, interpret, and implement project controls system descriptions in order to develop and produce data driven, detailed, and resource-loaded schedules, and to oversee the execution of monthly earned value processes and reporting.
- Model, implement and document baseline change requests (BCRs) following customer or sponsor requirements.
- Implement a standardized suite of schedule reports, dashboards, and critical path analysis that enable program management to make data driven decisions. Access and apply laboratory financial system and data to support program earned value reporting and analysis.
- Interface with designated counterparts for specific planning and schedule tasks/earned value presentations including participating in project meetings, collecting progress data, coordinating the development of monthly forecast budgets, and revising project plans.
- Monitor performance data and develop complex data analysis including cost and schedule variances, recovery or corrective action plans, cost trends, statistics, and/or metrics.
- Ensure integrity of project controls data and compliance with processes and procedures.
- Perform all assignments in accordance with ES&H, security, and business practice requirements and policies.
- May lead or supervise other project controls staff.
- Perform other duties as assigned.
Additional job responsibilities, at the Q01.5 level
- Review and approve all types of monthly reports, and direct and coordinate comparisons of historical data and scope, quantities, and cost data between projects.
- Create, review, edit, and provide guidance for the development and maintenance of program Project Controls procedures and associated Work Instructions.
- Develop and provide training and mentorship to program team members on planning and execution of earned value management, scheduling, cost analysis, change control, and related software.
- Responsible for the effective architecture of a project controls system or components of the system including development and maintenance of work processes, tools, and procedures.
- Interface with senior management in the development of project controls initiatives.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s Degree in relevant functional discipline or equivalent combination of education and related experience.
- Expert knowledge and significant experience using Primavera P6 for schedule building, execution, baseline management, quality analysis, and resource loading.
- Advanced Earned Value implementation and analysis experience in developing and executing customer or sponsor requirements.
- Significant experience using Deltek Cobra software for managing project baselines, modeling baseline change requests, and performing earned value analysis.
- Advanced Excel skills for cost, schedule analysis, and general problem solving.
- Significant experience as a self-motivated problems solver in evaluating project performance, conducting trend and forecast analyses; calculation and analysis of cost and schedule variances; and root cause analysis, including preparation of recovery or corrective action plans.
- Experience leading project controls teams and directing the execution of project controls functions including schedule development and status, earned value management, change control, and cost analysis.
- Effective written and verbal communication skills necessary to communicate with multidisciplinary team members and project managers.
Additional qualifications at the Q01.5 level
- Expert level experience independently and successfully clarifying issues, analyzing concerns, and resolving complex problems of an unusual nature; making and implementing sound decisions.
- Expert level understanding of project controls technical skills and the integration of all the components of an earned value management system, including processes and procedures.
Qualifications We Desire
- Program Management Professional (PMP) certification/license.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
