Pay Range
$107,550 - $133,524 Annually for the Q01.3 level
$129,030 - $160,188 Annually for the Q01.4 level
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
Job Description
We have an opening for a Project Controls Analyst (PCA) with experience in Primavera P6 and Earned Value Management to support the National Security Engineering Division’s (NSED) Strategic Deterrence (SD). With minimal direction, the successful candidates will provide support for the implementation of project controls functions in accordance with laboratory and sponsor requirements. This position is in the National Security Engineering Division (NSED) within the Engineering Directorate.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role, you will
- Coordinate with program teams to develop detailed, resource-loaded schedules that will support earned value reporting.
- Monitor, implement and document baseline change requests (BCRs) following programmatic requirements.
- Collaborate with program team members, proactively obtain, update, review and analyze monthly schedule status.
- Access and apply laboratory financial system and data to support program earned value reporting and analysis.
- Interface with designated counterparts for specific planning and schedule tasks/earned value presentations including participating in project meetings, collecting progress data, coordinating the development of monthly forecast budgets, and revising project plans.
- Develop and provide on-the-job training for project controls procedures and processes.
- Ensure integrity of project controls data and compliance with processes and procedures.
- Perform all assignments in accordance with ES&H, security, and business practice requirements and policies.
- Perform other duties as assigned.
Additional job responsibilities, at the Q01.4 level
- Integrate all project activities across program milestones to maintain project critical path.
- Implement a standardized suite of schedule reports and dashboards that enable program management to make data driven decisions.
- Supervise, review, and develop training/mentoring to program team members on planning and execution of earned value management systems.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s Degree in relevant functional discipline or equivalent combination of education and related experience.
- Advanced Earned Value implementation and analysis experience in developing and executing program plans.
- Advanced knowledge and experience using Primavera P6 and utilizing Excel for financial management.
- Self-motivated problem solver with excellent analytical skills with the ability to work independently where things may not be well defined.
- Experience in identifying and successfully clarifying issues, analyzing concerns, and resolving complex problems of an unusual nature; making and implementing sound decisions.
- Ability to maintain professionalism and accuracy while supporting interruptions in a dynamic working environment.
- Skilled in written and verbal communication skills necessary to communicate with multidisciplinary team members and project managers.
Additional qualifications at the Q01.4 level
- Experience in overseeing set up and/or leading project controls scheduling functions.
- Expert knowledge and significant experience using Primavera P6.
- Significant experience evaluating project performance, conducting trend and forecast analyses; calculation and analysis of cost and schedule variances; and root cause analysis, including preparation of recovery or corrective action plans, identify potential risk areas.
- Experience preparing complex monthly project performance analysis, schedule status reports, and any additional project documentation as required through all phases of project lifecycle.
Qualifications We Desire
- Program Management Professional (PMP) certification/license.
- Familiarity with technical processes and engineering drawings.
- Experience developing Earned Value Management (EVM) and financial reports.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
