Pay Range
$152,070 - $193,812 Annual (AMC.1)
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

The Office of the CFO has an opening for a Principal Associate Director Resource Manager (PADRM) matrixed to Physical & Life Sciences (PLS).  This role will be responsible for leading and overseeing financial management for PLS, primarily consisting of DO Direct, Indirect and SPP portfolios, including planning, budget and funding execution activities, forecasting/analysis, and reporting of key PLS budgets. This position will oversee the financial management of two service centers, CAMS (Center for Accelerator Mass Spectrometry) and MCC (Materials Characterization Center).  The selected candidate will also provide oversight to exempt level professional financial analysts who are responsible for financial/budget performance for PLS. This position reports programmatically to the Principal Associate Director for Physical and Life Sciences and payroll-wise to the Deputy CFO/Budget.


You Will

  • Provide guidance, leadership, direction, and oversight to the PLS Lead and Resource Analysts to assure compliance with the provisions of Contract 44, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), applicable regulations, policies and procedures and achievement of Contract performance objectives.
  • Develop and lead the budget formulation, planning and execution of the Direct, SPP and Indirect budgets portfolio, including annual and monthly planning/reporting.
  • Lead day-to-day execution of and coordinate long-range strategic financial planning for PLS activities, collaborating with the PLS senior management, and other Laboratory staff.
  • Demonstrate a transformational/continuous process improvement perspective in the execution of assigned PADRM duties.
  • Oversee the development of highly complex financial analyses and forecasting, identify risks and opportunities, and provide solutions and recommendations for presentation to senior management.
  • Oversee self-assessments and formulate responses to audit findings in collaboration with the OCFO primary Audit point-of-contact.
  • Oversee, develop, direct, and implement personnel policies, procedures and workforce plans including staff development of 7 Financial Analysts, succession planning and performance management for your direct reports and associated staff.
  • Perform other duties as assigned.


  • Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Business Administration, Accounting, Finance, or related field, or equivalent combination of education and related experience.
  • Extensive experience and knowledge of financial management regulations, policies, procedures, systems, and operating practices.
  • Extensive problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve highly complex problems having Laboratory-wide impact.
  • Experience in leadership with demonstrated ability to motivate and inspire a diverse professional staff and collaborate with peers to achieve organizational objectives.
  • Demonstrated effective communication and interpersonal skills necessary to establish and maintain effective working relationships with a broad-cross section of senior leadership and administrative personnel, internal and external to the Laboratory.
  • Experience successfully negotiating and influencing various levels of personnel.
  • Extensive financial knowledge and expertise with line management experience.
  • Extensive experience leading strategic financial initiatives for large organizations on behalf of senior management.
  • Substantial experience in direct/indirect funding and distribution mechanisms, Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards (CAS).

Qualifications We Desire

  • Master’s degree in Business Administration, Accounting, Finance, or related field.
  • Experience in working in the management and operating (M&O) contractor environment within the DOE/NNSA complex.
  • Experience with Federal Acquisition Regulations (FAR).
