Pay Range

$153,450 - $236,316 Annually

 

$153,450 - $197,028 Annually for the TSL.3 level

$183,990 - $236,316 Annually for the TSL.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Nuclear Facility Maintenance Manager. You will lead, organize, manage, and provide technical expertise to a wide range of facility and programmatic functions, including system maintenance, upgrades, and modifications. This position is in the Facilities and Operations Support Division of the Strategic Deterrence (SD) Principal Directorate.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role, you will 

  • Provide advanced technical guidance, leadership, and supervision to approximately 17 employees, primarily in nuclear facilities with some servicing non-nuclear facilities.
  • Manage the maintenance of the physical plant facility systems including electrical distribution, heating, ventilation, and air conditioning (HVAC), glovebox and room ventilation, and radiation monitoring vacuum systems, and vital safety systems (VSSs) in accordance with the applicable nuclear facility Documented Safety Analyses (DSA) and Technical Safety Requirements (TSR) to ensure safety, reliability, availability, and operability.
  • Work under minimal direction or supervision where the scope of work involves parallel and competing tasks requiring prioritization in a dynamic work environment.
  • Oversee the Superblock (SBK) spare parts inventory and management program; oversee the day-to-day direction of responsible staff, development of appropriate procedures and guidance documents, and implementation of the inventory and management programs.
  • Responsible for the development and implementation of the SBK Maintenance Management Program to ensure it meets the requirements of Department of Energy (DOE) Order 433.1B, Maintenance Management Program for DOE Nuclear Facilities, DOE Order 430.1B, Real Property Asset Management, and DOE Order 422.1, Conduct of Operations, and associated implementing documents. Represent the SBK as the technical resource for the SBK Maintenance Management Program in interactions with internal and external oversight organizations.
  • Establish and manage the SBK facilities maintenance budgets.
  • Collaborate with the SBK Facility Managers, System Engineering Manager, Projects Engineering Manager, and Program managers regarding maintenance resources, and facility and equipment upgrades, modifications, and improvements.
  • Provide recommendations and solutions to complex issues/problems for facility modifications and changes in support of self-identified, programmatic, and institutionally directed initiatives related to maintenance, system reliability, and continuous improvement areas.
  • Lead and mentor a team of technical personnel in the implementation of conduct of operations principles, conduct of maintenance principles, and Laboratory Environment, Safety and Health (ES&H) policies and procedures.
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSL.4 level

  • Provide strategic recommendations and briefings to senior management.  Provide highly advanced solutions to highly complex issues/problems where a high degree of ambiguity exists around techniques and approaches.
  • Develop new or creative ideas, performance metrics, key performance indicators (KPIs), advanced techniques, approaches, and/or redefine requirements that impact organizational operation or direction. Independently direct technical projects, briefing senior management upon completion of projects, with little or no direction.
  • Direct and develop technical projects where work is frequently not well defined and generally consists of a diverse range of complex problems. Scope of work involves parallel tasks requiring the resolution of conflicting work requirements and prioritization of tasks toward long-range goals/targets.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in engineering or technical field, or the equivalent combination of education and significant related experience.
  • Significant experience managing and/or performing maintenance at a commercial, industrial, or a highly regulated facility (similar to a DOE nuclear facility).
  • Experience using independent judgment to provide sound technical evaluations and recommendations on nuclear and/or non-nuclear facility maintenance.
  • Technical and organization problem-solving skills and ability to provide solutions to complex or conflicting issues.
  • Experience with supervision, administration, and resource management necessary to lead a professional/technical level team.
  • Advanced verbal and written communication, facilitation, collaboration, and interpersonal skills at the technical level necessary to present, explain and advise senior LLNL management, as well as staff members from internal and external regulatory organizations such as DOE and the Defense Nuclear Facilities Board (DNFSB).
  • Significant experience writing and reviewing technical documents such as safety and maintenance plans and procedures.
  • Demonstrated experience implementing plans that promote and value inclusion, diversity, equity and accountability principles in the workplace.

Additional qualifications at the TSL.4 level 

  • Significant experience as a maintenance supervisor or manager at a DOE or commercial nuclear facility.
  • Subject-matter expert (SME) knowledge of DOE policies, procedures, regulations, and standards, including DOE Order 433.1B, DOE Order 430.1B, and DOE Order 422.1.
  • Significant experience successfully resolving highly complex technical or managerial issues.

Qualifications We Desire

  • Experience with Superblock engineering operations or maintenance programs.
