Pay Range

$278,910 - $359,964 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Deputy Director for the Office of Laboratory Infrastructure.The Office of Laboratory Infrastructure (OLI) organization supports the Laboratory’s long- range facilities and infrastructure development. You will be responsible for overseeing the work groups implementing the Laboratory’s real property asset management requirements including infrastructure gap evaluation and time-dependent life-cycle modeling, project formulation, indirect project prioritization and portfolio execution, space and site planning including publication of the site area and master asset plans, asset management information tracking and reporting, and long-term stewardship planning. You will manage and champion the efforts of technically diverse teams within OLI and the Laboratory as well as serve as a liaison between OLI and LLNL Principal Directorate (PD) / Associate Directorate (AD) management, the Livermore Field Office, and National Nuclear Security Administration (NNSA) Headquarters. This position is in OLI and will report to the OLI Director.

You will

  • Lead OLI organization on the flow down of Real Property Asset Management (RPAM) order working collaboratively with all Directorates and all ~700 assets with approximately 7 million gross square feet of footprint worth $27B on both Site 200 and 300 and providing consultative direction to LLNL’s Senior Management Team on Infrastructure decisions.
  • Lead the Laboratory Master Asset Plan (MAP) team comprising working groups focused on Site Development Plan, PPBE Formulation, Capital Planning, and NNSA Deep Dive.
  • Manage and champion OLI Payroll work groups including Training, ES&H and security compliance, and employee growth
  • Champion and lead the infrastructure evaluation and planning capabilities within LLNL and across the NNSA complex including collecting, analyzing, and measuring information, developing insights using analytical tools, performing integrated management life-cycle modeling, and presenting knowledge suitable for executive management action. Serve as the LLNL representative to NNSA Infrastructure Planning Working Groups as appropriate.
  • Lead LLNL contributions to the NNSA Master Asset Plan (MAP), emphasizing long-range planning and prioritization principles to enable the Laboratory’s missions and for determining the relational impact of NNSA’s mission and corporate risk versus infrastructure reinvestment costs and cost avoidance.
  • Oversee the development of strategic and tactical Space and Site Planning including tools and governance processes for space utilization and other future workplace innovations such as hoteling. Develop systems analysis for systems dependencies in site infrastructure, lead implementation within the Laboratory asset management planning process.
  • Provide support to the major programs and S&T organizations by applying real property infrastructure knowledge and analysis to bring greater visibility for existing infrastructure capabilities.
  • Create and present integrated project information suitable for LLNL’s executive management consumption including to the Senior Management Team, Livermore Field Office, and other key stakeholders such as the LLNS Board of Governors.
  • Lead technical activities in the US/UK Infrastructure Joint Working Group and one or more Infrastructure Integration Projects Team (IPT).
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. Citizenship.
  • Bachelor’s degree in a scientific or engineering discipline or related field or an equivalent level of demonstrated knowledge.
  • Significant experience working in the Laboratory Enterprise Scale in addition to one or more Laboratory major programs and working with laboratory functional delivery partners.
  • Significant experience in NNSA strategic planning and processes.
  • Knowledge of management and structure, policies, and processes including demonstrated experience leading workgroups and managing annual budgets.
  • Knowledge of real property asset management processes and requirements and experience implementing them across mission support functional areas and major programs.
  • Ability to lead institutional committees that work toward the resolution of complex and/ or sensitive facility planning issues while successfully gaining consensus on controversial issues and demonstrating that all concerns are heard and understood.
  • Significant experience conceptualizing and solving complex planning issues and technical problems to ensure long-term stewardship of infrastructure portfolios using creative, mature judgment to address mission drivers, business trends, and customer/sponsor requirements along with expert decision-making skills.
  • Expert communication, facilitation, presentation, and collaboration skills necessary to direct, negotiate, influence, motivate, and manage and to provide advice to senior management, reviewers, and stakeholders.
  • Expert knowledge of DOE Order 430.1C and the Supplemental Directive Contract Requirements Document (CRD) regarding real property management and demonstrated experience with NNSA real property asset management processes.
  • Signification experience with advanced simulation and modeling methods including verification and validation.

Qualifications we desire

  • Licensed Professional Engineer or Project Management Professional.
  • Knowledge of LLNL mission areas and of how real property infrastructure supports those mission areas.
  • Expert experience in systems analysis and implementation.
  • Recent knowledge of DOE Order 413.3B, as well as NNSA acquisition streamlining and other EMDI initiatives.
  • Strong background in process management.
  • Working knowledge of NNSA Capital Planning processes and Chapter 10 and 2.3 of the cost accounting guides relating to construction projects.
