Pay Range

  • $136,500 - $175,272 Annual (TSS.3)
  • $163,740 - $210,288 Annual (TSS.4)

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Construction Manager / Transfer to Operations, Commissioning Specialist. You will have advanced technical and administrative oversight for execution of subcontract construction affecting Laboratory structure, systems and components related to the construction/facility infrastructure environment and technical responsibility for managing subcontracted construction projects and planning, coordinating and communicating subcontractor construction activities with the representatives across the laboratory. This position is in the Project Management Office (PMO).

The Project Management Office (PMO) provides LLNL with engineering, design, estimating, construction, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

In this role, you will

  • Provide advanced technical and administrative direction and oversight in support of LLNL construction projects with the ability to draft new processes, optimize processes as necessary, and communicate processes as required, both internally to LLNS and externally to contractors
  • Provide solutions to complex technical issues, perform focus review of design drawings, submittals, specifications, lifecycle reviews and implement construction resolutions to subcontractors in accordance with LLNL requirements
  • Establish project specific commissioning documentation including development of pre-functional checklists, functional acceptance tests, commissioning plans, final reports, and system manual(s).
  • Assist and oversee start up and commissioning of electrical and mechanical systems to conform with project specifications.
  • Ensure follow-up using a clear action plan identifying roles and responsibilities.
  • Conduct commissioning meetings and managing the commissioning process in coordination with the project manager.
  • Perform field verifications prior to install & witnessing equipment startup.
  • Execute functional acceptance testing documenting test results on the issue resolution log and commissioning report.
  • Develop & completion of LEED documentation including current facilities requirements, monitoring based commissioning plans, ongoing and commissioning plans.
  • Effectively present information and respond to questions from building management, systems engineers, including operations and maintenance team(s).
  • Support the implementation of operational improvement strategy, review and collect data for operational performance.
  • Ensure the subcontractor furnished “testing and commissioning” plan is in accordance with subcontract requirement. Coordinate the commissioning process with LLNL stakeholders, oversee the testing/commissioning activities, and assemble project close-out documentation.
  • Monitor subcontractor's time-critical milestone schedules, safety compliance, coordinate 'hold-point' and/or special 'safety hold-point' inspection.
  • Direct the procurement and delivery of government furnished equipment and/or material.
  • Review site specific safety plan (SSSP) and job hazards analysis (JHA) for adherence to accepted Laboratory safety policies. Expedite and coordinate the review and approval process of project specific safety documents with LLNL ES&H stakeholders.
  • Perform other duties as assigned.

In Addition at the TSS.4 Level

  • Create project specific quality assurance plans and perform/coordinate/direct quality assurance oversight of work in progress, and provide expert level LOTO experience to facilitate, coordinate and oversee Complex LOTO activities involving multiple hazards associated in a construction environment.
  • Perform expert level constructability reviews and suggest creative solutions to complex design packages; lead preconstruction meetings, weekly coordination meetings, and prepare meeting agendas and minutes.
  • Represent LLNS as the subject matter expert in the areas designated within the subcontract including implementing decisions related to construction matters, processing subcontractor-generated documents, requests for information (RFI), technical submittals, and as-built drawings.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor’s Degree in Engineering, Construction Management or equivalent combination of education and experience, or certified construction manager under Construction Management Association of America (CMAA).
  • Advanced knowledge and understanding of construction management role and of construction methods, materials and codes, and an ability to read and understand blueprint drawings.
  • Advanced knowledge of and experience with constructability review of bid packages.
  • Significant experience managing construction projects and budgets.
  • Significant experience interpreting and applying applicable local, state, and federal safety standards, codes, laws and regulations, environment, safety, and health policies and procedures, and OSHA regulations to each construction project.
  • Advanced verbal and written communication skills necessary to effectively explain, present and advise all project personnel and customers.
  • Proficiency with construction project management software such as Procore.

In Addition at the TSS.4 Level

  • Significant experience managing multiple construction projects and budgets simultaneously, and experience producing and implementing solutions to highly complex engineering-related problems.
  • Technical knowledge of Mechanical, Electrical and Plumbing (MEP) system design and operation, strong controls, and instrumentation background.
  • Subject matter expert in construction methods, scheduling, materials and codes, extensive experience with electrical installations and NFPA 70E, NEC code experience.
  • Experience monitoring or directing activities of subordinate staff, teams or workgroups.

Qualifications We Desire

  • Experience in the area of construction of major laboratory facilities and buildings.
  • Proficiency with MS Project.
  • Commissioning Experience' versus 5+ years of related industry experience
  • Familiarity with LLNL’s Integrated Safety Management System.
