Pay Range
$104,370 - $129,588 Annually (C02.3)
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
- Serve as a key member and payroll and timekeeping subject matter expert. Provide leadership and guidance to the Payroll Team to assure services are appropriately aligned to meet customer needs and comply with the provisions of Contract 44, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), applicable California State and Federal regulations, policies and procedures.
- Perform complex analyses, reconciliations, verifications on systems, financial reports and schedules.
- Research and resolve system requirements in PeopleSoft/TIME Systems to identify necessary changes, identify and trouble-shoot problems.
- Support complex audit activities related to TIME/Payroll processes and prepare data to respond to findings interfacing with internal and external auditors, the CFO Audit Liaison and LLNL management. Research and resolve issues reported in ServiceNow and take corrective action.
- Independently analyze and research complex system functionality, testing, reporting and data discrepancies to ensure integrity in financial reporting. Interface with technical staff to help implement and test developed/modified programs. Develop, recommend, and oversee implementation of solutions to highly complex problems related to payroll/TIME issues. Identify, define, and implement institutional business rules and financial practices; set standards for the time reporting and payment functions.
- Develop system test strategies and plans, perform system testing and create and execute automated test scripts in support of Payroll application maintenance tasks and projects. Participates in defining project scope, time and cost estimates, quality assurance and risk mitigation planning.
- Develop and implement training for timekeeping and payroll processes.
- Lead in the review and development of policies and procedures and system enhancements for the time reporting and payment functions; interpret and implement applicable financial/budgetary policies and procedures.
- Identify, analyze, and recommend process improvements and/or corrective actions needed for PeopleSoft/TIME system processes and upgrades. Responsible for ensuring desk procedures are current, and timely; identify and implement needed changes to written policy and desk procedures.
- Identify and oversee special long-term projects requiring the development of unique solutions to problems of unusual complexity, recommending, and implementing course of action for the payroll timekeeping function.
- Foster effective relationships with customers and colleagues and participate in directorate working groups.
- Provide advice and support to the exempt and non-exempt pay desks, including the processing of on-cycle and off-cycle checks. Provide advice, assistance, and outstanding customer service to other teams within the Office of the CFO Directorate, Controller, and other LLNL Organizations.

Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
- Bachelor's Degree in Business Administration with an emphasis in accounting or finance, or the equivalent combination of education and related experience.
- Demonstrated in-depth knowledge and experience interpreting and applying accounting theory, policies, procedures and Generally Accepted Accounting Principles (GAAP).
- Experience with PeopleSoft and/or Oracle payroll and timekeeping systems for a large organization.
- Significant experience compiling and analyzing financial data and preparing comprehensive analyses.
- Demonstrated ability to develop training concepts, plans and train others in area of expertise.
- Significant experience with computer-based spreadsheets and report-generation applications. (e.g., MS Office Suite).
- Strong communication skills, both verbal and written, and the ability to interact with technical personnel to tactfully and effectively explain and present concepts, ideas, and information and to document systems and processes.
- Strong analytical skills and the ability to anticipate, define, and resolve diverse problems requiring mature judgment, discretion, and tact, and an ability to negotiate desirable outcomes with various customers.
- Demonstrated flexibility, the ability to work independently, and the ability to effectively work well in a team environment.
- Demonstrated ability to learn quickly and work in a fast-paced, ever-changing environment, meeting critical deadlines.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
