Pay Range
$148,650.00 - $229,116.00 Annually
$148,650.00 - $190,932.00 Annually for the SES.3 level
$178,410.00 - $229,116.00 Annually for the SES.4 level

Job Description
We have multiple openings for Systems Analysts with backgrounds in science and engineering, operations research, or military operational planning to join our interdisciplinary team in providing technical analysis and advice to the nuclear security community and broader national security enterprise. You will lead efforts that apply a combination of technical depth and breadth, critical thinking, modeling and simulation, and analysis to understand complex, multi-domain problem areas and provide decision insight, communicate options and trade-offs, and facilitate the integration of new technology in support of customer missions. Activities will support both internal stakeholders supporting LLNL's integrated strategic deterrence and competition mission focus area, and external stakeholders including the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Department of Defense (DoD), Intelligence Community (IC), and others as appropriate. These positions are in the Computational Engineering Division (CED), within the Engineering Directorate.
These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role you will
- Partner with external stakeholders to develop familiarity with conventional and nuclear operational planning to help characterize potential roles for new technologies and capabilities.
- Structure and execute campaign and engagement-level modeling and simulation activities to provide decisional insight to stakeholders.
- Participate wargames and table-top exercises and analyze prior games and exercises.
- Lead multi-disciplinary technical teams in the development and exercising of nuclear enterprise modeling and simulation tools.
- Develop analytical frameworks and evaluate competing characteristics to determine solutions that most effectively meet customer and stakeholder objectives.
- Identify priorities, define problems, propose complex analysis methodologies, collect and organize data, and write assessments in support of sponsor and other stakeholder objectives.
- Maintain effective collaborations and working relationships with relevant NNSA, DoD, and other supporting communities associated with responsibilities.
- Prepare and present high-quality written and referenceable assessments, oral briefings, and other products that communicate the findings from analytical research studies to sponsors and customers, traveling as necessary.
- Contribute to the development of new program opportunities, including the definition and development of analytic proposals, interact with potential sponsors and customers under minimal direction, organize internal personnel and other resources to support activities.
- Perform other duties as assigned.
Additional job responsibilities, at the SES.4 level
- Lead and manage supporting personnel who conduct analysis under your direct supervision.
- Build effective collaborations and working relationships with relevant NNSA and DoD stakeholders, including direct engagement of relevant decision makers.
- Provide technical leadership, management, planning, and support of activities for special studies as directed by senior laboratory leadership.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
- PhD in operations research, political science, engineering, physical science or a related field, or equivalent combination of education and significant related experience.
- Advanced analytical, problem-solving, and decision-making skills to structure analyses and develop creative solutions to complex problems.
- Advanced knowledge of systems modeling and analysis and the nuclear security enterprise.
- Advanced verbal, written, and interpersonal communication skills to collaborate effectively in a multi-disciplinary team environment and communicate analyses to sponsors and stakeholders.
- Experience leading teams of employees from diverse backgrounds and mentoring junior staff members.
- Ability to travel off-site up to 25% time for collaborations and sponsor interactions.
Additional qualifications at the SES.4 level
- Significant experience managing projects and teams, particularly in projects with differing priorities, loosely defined deliverables, and high visibility.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external partners, and external sponsors.
Qualifications We Desire
- Experience working with the Department of Defense (in particular the Military Departments, Combatant Commands, and/or the Office of the Secretary of Defense) and Intelligence Community.
- Advanced knowledge and significant experience in national security and deep understanding of the roles, strategies, and operations of the nuclear deterrence.
- Experience or familiarity with conventional campaign planning and analysis, such as through prior work with Combatant Commands, Service components, or organizations providing analytic support.
