Pay Range
$136,500 - $183,888 Annually for the TSS.3 level
$163,740 - $220,632 Annually for the TSS.4 level


Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have multiple openings for a Software Project Manager/Product Owner in support of the WCI Applications Program to move towards standardized communications, project management, and stakeholder alignment. You will work with technical leads to enable effective execution of applicable technical work scope, manage cost/schedule/requirements/risk of those efforts, and educate/guide the technical leads on proper project management techniques. These positions are in the Applications, Simulations and Quality (ASQ) Division within the Computing Directorate.

These positions will be filled at either the TSS.3 or TSS.4 level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Plan, coordinate, and execute the team of teams Scaled Agile Framework (SAFe) quarterly program increment reviews, lean portfolio management, and participatory budgeting activities to bring better visibility and alignment of the WCI Applications Program work to internal and external stakeholders.
  • Apply advanced project management principles to multiple complex technical projects at any given time while balancing resources and identifying risk, working cross-functionally to build fully functional project teams and work processes.
  • Gather data in partnership with the technical leads and program management to perform the following: analyze business needs and processes, manage required documents, facilitate requirements, communicate with stakeholders, and provide user training guidance.
  • Monitor the progress of work milestones and the impact of changes by working as a liaison between technical staff and WCI Applications Program, acting as the WCI Applications point of contact for all proposed project ideas, and developing and maintaining the WCI Applications' projects portfolio.
  • Act as Control Account Manager or support the Control Account Manager in managing, planning, and executing the scope, schedule, and budget for their assigned control accounts. Actively manage projects via regular interaction with project leads and key stakeholders.
  • Mentor and lead principal investigators/product owners in the development of work proposals, statements of work, project plans, project risk assessments and responses. Guide technical staff to identify and evaluate software standards and procedures to improve overall process efficiency.
  • Perform complex analysis tasks independently, working towards goals and objectives. Facilitate and prepare information (e.g. Tableau, Jira, MS Project, Confluence, Visio) in support of change control or project intake meetings, including tracking and completion of follow-on actions as well as documentation of requirements, risks, and opportunities.
  • Plan large efforts requiring collaboration with multiple disciplines that may include developing project plans with task estimation and heavily contributing to the annual WCI Applications Program Plan that encompasses the goals and objectives of the WCI Applications Program, PRIDE Program, and other internal stakeholders.
  • Perform other duties as assigned.

Additional job responsibilities at the TSS.4 Level

  • Train, mentor, and lead groups of team members on highly complex and diverse topics. Establish technical project direction and requirements for others.
  • Prepare major cross-functional project plans including task estimation to facilitate and interact with senior leaders and internal and external stakeholders to complete project activities. This includes reviewing, developing and presenting project definitions and suggested courses of action to the WCI Applications Management Team.
  • Prepare technical process strategies and plans and present to all levels of management.

Qualifications

  • Ability to obtain and maintain a US DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in science, technology, engineering or related field, or the equivalent combination of education and significant related experience.
  • Advanced knowledge of and significant experience with standard project management practices, such as project plan development and control, scope management, project scheduling, budget, risk and opportunity management, cost estimation and management, quality assurance, communications planning and management, and analytical business outlooks such as forecasting, cost/benefit analysis, and trending.
  • Strong communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise partners at LLNL, NNSA, and other NSE sites while extracting and capturing actionable requirements.
  • Advanced interpersonal skills and ability to work collaboratively and effectively as part of a multidisciplinary team environment to engineer solutions by collaborating as needed across different internal groups and external stakeholders, coordinate work and goals on multiple simultaneous projects effectively, and lead, manage, and mentor junior team members.
  • Ability to determine programmatic needs, appropriately assign projects to teams, and flexibility to reprioritize and change programmatic direction depending on emergent requests.
  • Advanced written and verbal communication and negotiation skills necessary to communicate with multidisciplinary team members and influence outcomes.
  • Expert knowledge and significant experience in IT and software related project management for both custom software development lifecycle and commercial off the shelf (COTS) software deployment, including advanced knowledge of tools such as Tableau, Confluence, Jira, and Vizio, and processes such as Scaled Agile (SAFe) lean portfolio management, participatory budgeting, and community of practices.

Additional Qualifications at the TSS.4 Level

  • Expert communication, facilitation, collaboration skills and extensive record of teambuilding, conflict resolution, and influencing without authority necessary to effectively present, explain, advise, and influence senior management at LLNL, NNSA, other NSE sites, and external sponsors.
  • Experience as a supervisor or software/engineering team leader and implementing business solutions and knowledge of project management practices. Experience leading major, cross-functional projects.
  • Experience developing highly complex research plans for data gathering and analysis, developing integrated project analyses, and designing and implementing improvements. Ability to make decisions requiring scientific or engineering stakeholder inputs across more than one field.

 

Additional Information

Qualifications We Desire

  • Understand how the needs of the DoD and DOE impact LLNL and the role of project manager, product owner, SAFe champion, or control account manager. Significant experience in control account management and associated processes, with a thorough understanding of integration points with other functional areas.
  • Active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire and ability to travel.
  • Significant experience in organizational development and relationship management required to successfully act as a change agent while operating within highly regulated domains.
