Pay Range

$192,660.00  - $247,416.00  Annually

Job Description

We have an opening for an Export Control Officer (ECO) with both technical credentials and Export Control knowledge to develop, implement, and administer the Laboratory’s Export Control Compliance Program. You will interact with a wide variety of professional, technical, and administrative personnel from within the Laboratory, sponsor and subcontractor organizations, the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), the Department of Commerce (DOC), the Department of State (DOS), the Nuclear Regulatory Commission (NRC), and other governmental agencies dealing with complex and broad technical issues as they pertain to Export Control.  You will need to anticipate what the future needs of the laboratory will be. You will need an in-depth working knowledge of US Government Export Control regulations and be able to direct and task subordinate export control advisors supporting the program. This position is in the Office of Classification and Export Control (OCEC) within the Weapons and Complex Integration (WCI) Directorate.

In this role you will:

  • Analyze highly complex technical information against current DOE, NNSA, DOC, DOS, and NRC-approved guidance to process export requests in a manner that reflects an in-depth understanding of program activities.
  • Identify and advise on the Laboratory’s emerging scientific and technological developments based on applicable Export Control guidance, as well as anticipate future needs.
  • Ensure that the Laboratory programs and personnel follow Laboratory and federal Export Control policies, procedures, and regulations.
  • Enhance OCEC’s role in providing Export Control guidance to ongoing Laboratory programs through scientific peer review, collaborations, and strategic planning.
  • Communicate technical information on export control issues and policies to the Laboratory population by means of briefings, correspondence, and bulletins.
  • Maintain oversight of Export Control staff whose daily tasks support the Export Control compliance program at LLNL. Maintain all regulatory record-keeping requirements as set forth by each United States government jurisdictional agency.
  • Provide Lab-wide and program-specific training on Export Control (EC) requirements. Educate LLNL personnel and programs on the risks and costs of noncompliance of EC regulations as they apply to their hardware, material, software, and technology/technical data.
  • Serve as LLNL’s Empowered Official, as defined under 22 CFR Part 120.25.
  • Develop and implement plans to promote culture, diversity, equity, and inclusion.
  • Perform other duties as assigned.


  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in physics, chemistry, materials science, engineering, or equivalent combination of education and related experience.
  • Demonstrated scientific and technical expertise in relevant disciplines with a highly advanced understanding of potential export control issues.
  • Working knowledge of US Government Export Control regulations.
  • Expert communication, facilitation, collaboration, and interpersonal skills necessary to work with and direct personnel in a diverse team environment and advise senior management.
  • Ability to contribute, provide solutions and direct tasks on a tight schedule.
  • Demonstrated experience implementing plans that promote and value diversity, equity, and inclusion principles in the workplace.

Desired Qualifications

  • Master’s degree or equivalent combination of education and related experience in Engineering
  • or equivalent combination of education and related experience.
  • Knowledge of Laboratory missions, programs, and priorities that will help the candidate to anticipate future export control protection.
  • Understanding of associated classification and information sensitivity issues and what are risk factors for the laboratory.
  • Experienced in working with information at various classification levels. Access to information may require additional clearances or access levels above a Q clearance.
