This work will take place within the National Ignition Facility & Photon Science (NIF&PS) Directorate, home to the world’s most energetic laser. It is an exciting time to join the team that achieved fusion ignition in December 2022, a historic moment in science, opening up new physics regimes and setting the stage for new fusion energy possibilities.
You will work with various NIF engineering groups and other LLNL organizations to help define product requirements, plan projects, determine make/buy acquisition strategies, and execute fabrication and/or procurement decisions for various customized-commercial and NIF-designed scientific systems, along with a variety of ancillary hardware, electronics, and more. You will be the primary interface between program engineering, NIF purchasing, supply chain management and the various suppliers/manufacturers in the definition, contracting, manufacturing, delivery, cleanliness and storage. These positions are in the Laser Systems Engineering and Operations (LSEO) Division in the LLNL Engineering Directorate.
These positions will be filled at either level depending on qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
In this role, you will:
- Manage the acquisition of hardware, supporting producibility and manufacturability by providing solutions to complex problems, working between program engineering teams, purchasing, supply chain management, and suppliers to define, contract, manufacture, clean and deliver various programmatic products.
- Execute, maintain, and track schedules, milestones, and action items in the procurement of complex hardware that may not initially be well defined, utilizing advanced verbal and written communication skills to provide project status updates to involved stakeholders.
- Review drawings for technical content and manufacturability, participate in formal and informal design reviews, and ensure compliance to all technical and contractual requirements.
- Produce the technical procurement package: SOW (including requirements and design for manufacturability), specifications, schedules, cost estimates, justifications, and other documents that are required for a solicitation involving the prototyping and early fabrication/ assembly/ test of complex mechanical, electrical, and optical systems.
- Analyze supplier proposals and technical data and participate in the vendor selection process.
- Ensure timely and accurate completion by working with LLNL Procurement and other organizations and applying judgment within broadly defined policies and practices to develop solutions to address complex technical and business issues, monitoring supplier progress.
- Provide expertise to engineering groups and Manufacturer Resource Planning (MRP) Specialists regarding configuration of NIF’s MRP system for each new system including EBoM-to-MBoM (Engineering to Manufacturing Bill of Materials) creation, make-buy decisions, serialization considerations, structure of Work Orders, spares planning, and structure of site registry.
- Identify and perform in-depth analysis to address issues associated with each acquisition in safety, export control, intellectual property, legal/regulatory structures, configuration management, and knowledge transfer.
- Travel, as required, to various LLNL/NIF labs/assembly areas and supplier facilities to assess progress from a project-management perspective, providing necessary guidance while identifying and mitigating risks. Serve as the technical point of contact with suppliers and associated subcontract analysts.
- Perform other duties as assigned.
