Pay Range

$136,500 - $175,272 Annually for the TSS.3 level
$163,740 - $210,288 Annually for the TSS.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Weapons Infrastructure Construction Manager. You will plan, manage, and execute equipment recapitalization installation and facility modification projects to support weapons infrastructure. The infrastructure projects are needed to support capabilities such as the nuclear weapons program in high explosives, warhead test and evaluation, physics performance evaluation, and science, technology, and engineering. This position is in the Defense Technologies Engineering Division (DTED), within the Engineering Directorate.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will 

  • Manage projects focused on the installation and commissioning of programmatic equipment and their supporting utilities/facilities, such as ultraprecision machine tools or inspection coordinate measuring machines, off the shelf equipment such as thermal ovens or environmental chambers for high explosives and/or unique custom program equipment..
  • Support the Project Manager by enforcing and fulfilling the requirements of the installation /construction subcontract. Manage the work performed by contractors, vendors, and LLNL shops. Review project documents and provide comments during the design phase including constructability reviews.
  • Ensure projects are performed safely with quality and in accordance with project specific documents and specifications while delivering on time and within budget.
  • Prepare supporting health and safety documentation that is aligned with the Integrated Safety Management (ISM) requirement and participate in design and Management Prestart Reviews.
  • Prepare startup commissioning plans, develop punch list items, and conduct final inspection with stakeholders. Manage contractors, execute work and report progress. Apply advanced technical knowledge and methodologies to guide successful completion of project and organizational goals.
  • Serve as primary contact during the programmatic equipment installations, facility modifications, and commissioning. Coordinate with technical Subject Matter Experts (SME), facility operations, Weapons Program, supply chain management (procurement), and Environmental Safety and Health (ES&H). Collaborate with mission support organizations in Operations and Business (O&B) and Science, Technology and Engineering (ST&E) to direct successful project execution.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level

  • Manage multiple complex projects and budgets simultaneously. Develop and implement rigorous construction management methods and tools to ensure successful execution of infrastructure projects.
  • Use subject matter expertise in executing construction projects including electrical installations using knowledge of NFPA 70E and NEC Code, and mechanical installations using knowledge of California, ICC (International Code Council), or equivalent Plumbing/Mechanical Codes.
  • Apply subject matter expertise, technical breadth, critical thinking, and in-depth analysis to develop and implement a systems approach and best practices for installation, construction, and commissioning of programmatic equipment projects. Influence technical direction by developing efficient processes to execute projects. Implement solutions to highly complex engineering-related problems.
  • Act as a construction technical expert, working closely with program managers and weapons equipment and facility portfolio managers to ensure project execution meets approved cost, scope, and schedule requirements.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Engineering, Construction Management or related field, or the equivalent combination of education and related experience.
  • Advanced knowledge and understanding of the construction manager role with experience in the installation of equipment, supporting utilities, and facilities construction.
  • Experience effectively managing equipment installation and construction projects.
  • Significant experience interpreting and applying local, state, federal safety standards, codes, laws and regulations, environment, safety, and health policies and procedures, and OSHA regulations to each construction project.
  • Ability to devise solutions to complex issues, to take initiative to develop innovative solutions for successful project execution, and to manage multiple projects concurrently.
  • Advanced verbal and written communication skills necessary to effectively direct contractors, collaborate in a team environment, and provide advice to management.
  • Proficient computer skills using software which includes Microsoft Office, MS Project, and construction project management software such as Procore.

Additional qualifications at the TSS.4 level

  • Expert knowledge and experience to deliver infrastructure to support technical capabilities integrating both scientific equipment and facilities modernization.
  • Significant experience in leading teams, overseeing, and delivering multiple projects on budget and on schedule. Significant experience managing multiple construction projects concurrently.
  • Significant experience producing and implementing solutions to highly complex engineering-related problems.
  • Expert communication, facilitation, and collaboration skills necessary to present, explain, and advise senior management and/or external sponsors.

Qualifications We Desire

  • Master’s degree or experience in engineering and/or special certification in Construction Management (e.g., certified construction manager under CMAA). ICC (International Code Council) Plumbing/Mechanical Inspectors Certification.
  • Significant experience with facilities construction. Advanced knowledge and understanding of the construction manager role.
  • Significant experience in the installation and commissioning of scientific equipment.
  • Experience working in the nuclear weapons program and with Laboratory operations and business processes.
