Pay Range
$148,650 - $200,328 Annually for the SES.3 level
$178,410 - $240,384 Annually for the SES.4 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We are seeking experienced Net Assessment Systems Analysts with backgrounds in physical and life sciences, information sciences, engineering, operations research, science and technology policy analysis, or decision analytics to provide technical analysis in support of strategic studies conducted on behalf of the National Nuclear Security Administration (NNSA) and other U.S. Government partners. These studies will inform net assessments of capabilities and strategy in the context of geopolitical competition.
As a net assessment systems analyst, you will work with Laboratory, NNSA, and other stakeholders and subject matter experts to conduct analyses and lead efforts that apply a combination of technical depth and breadth, out-of-the-box critical thinking, and rigorous analysis to provide insights to inform long-term strategy and planning for the NNSA.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role you will:
- Scope and conduct analyses relating to a variety of national security challenges relevant to the NNSA’s nuclear security mission, specifically nuclear weapons science, infrastructure, production, nonproliferation, and counterproliferation.
- Build cross-functional and multi-disciplinary teams to tackle complex problems.
- Define analytic metrics and evaluative criteria for modeling and simulation or other technical analyses.
- Develop analytical frameworks that provide insight to customers on ambiguous or complex long-term challenges.
- Identify priorities, define problems, propose analysis methodologies, collect, and organize data, and write assessments in support of sponsor and other stakeholder objectives.
- Maintain effective collaborations and working relationships with relevant laboratory, DOE/NNSA, DoD, and other relevant communities.
- Prepare and present high-quality written and referenceable assessments, briefings, and other products that communicate the findings from studies to sponsors and customers.
- Perform other duties as assigned.
Additional job responsibilities, at the SES.4 level:
- Lead a team who conduct analysis under your direction.
- Provide technical leadership, management, planning, and support of activities for special studies as directed by senior laboratory leadership.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship, with sensitive compartment information (SCI) access.
- Bachelor’s degree in operations research, political science, engineering, physical science or a related field, or equivalent combination of education and significant related experience.
- Knowledge of contemporary technical, military, and economic considerations as they relate to long-term geopolitical competition.
- Advanced technical knowledge and/or aptitude with an ability to understand science and technology issues related to nuclear weapon design, production, nonproliferation, and counterproliferation.
- Advanced analytical, problem-solving, and decision-making skills to structure analyses and synthesize disparate streams of technical information.
- Advanced science and technology subject matter expert elicitation skills.
- Advanced verbal, written, and interpersonal communication skills and business acumen to collaborate effectively in a multi-disciplinary, multi-laboratory, and cross-functional team environment and communicate analytic results to sponsors and stakeholders.
Additional qualifications at the SES.4 level
- Extensive experience managing projects and multi-disciplinary teams, particularly in projects with differing priorities, loosely defined deliverables, and high visibility.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external partners, and external sponsors.
Qualifications We Desire
- Advanced degree in operations research, engineering, physical science, political science, or a related field, or equivalent combination of education and significant related experience.
- Experience working with the Department of Energy, National Nuclear Security Administration, Department of Defense, Department of Homeland Security, Intelligence Community, or other government departments and agencies.
- Advanced knowledge and significant experience in national security.
- Experience in conducting net assessments on national security topics.
- Competence in one or more scientific programming languages or statistical analysis tools.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
