$192,660 - $259,584 Annually for the SEL.4 level
$231,150 - $311,472 Annually for the SEL.5 level

We have an opening for an Associate Program Leader for Nuclear Materials Baseline Operations. You will provide technical leadership and management of the Nuclear Materials Baseline Operations program element of Weapons Technologies and Engineering (WTE) program. Baseline operations include packaging, shipment, safe storage, and accountability/ assaying of material to ensure regulatory and programmatic requirements are met. You will direct a multidisciplinary team to manage a portfolio of unique projects in the LLNL and other NNSA nuclear facilities, including designing balance of plant operations for expanded capabilities for the broader Nuclear Materials Program (NMP). This position is in the Defense Technologies Engineering Division (DTED), within the Engineering Directorate, supporting the Weapons and Complex Integration (WCI) Programs.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
- Provide management oversight, technical direction, safety, and security leadership to staff working in nuclear facilities to ensure that programmatic milestones are safely met on schedule and within budget in accordance with guidance given by programmatic sponsors.
- Collaborate with program principals to enhance group capabilities and to define programmatic element objectives consistent with Nuclear Materials strategy, to develop technical approaches, and to define budgets and schedules.
- Develop staffing requirement plans for Nuclear Materials Baseline Operations programmatic element. Support recruitment and training of new talent to foster an agile, proficient, and sustainable workforce.
- Develop, implement, maintain, and execute a framework for programmatic restart activities for LLNL Nuclear Materials programmatic activities across multiple NNSA facilities.
- Direct special assignment activities in support of Weapons and Complex Integration (WCI) Programs and WTE.
- Serve as a technical contact for the Program at meetings, briefings, design reviews, and committees both internal and external to the Laboratory.
- Perform other duties as assigned.
Additional job responsibilities, at the SEL.5 level
- Provide programmatic management solutions to highly unusual, complex, and/or sensitive issues/technical problems where the solution path is not known ahead of time.
- Responsible for high-level goal setting, strategic planning efforts, and succession planning on long range goals, working with the WTE Program Office and/or Engineering Directorate senior managers.
- Develop strategic partnerships with other NNSA supporting laboratories by serving as an organizational/programmatic element spokesperson as appointed by Laboratory management.
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelor’s degree in Mechanical Engineering or related engineering/physical science field, or equivalent level of education and relevant experience.
- Significant experience and highly advanced knowledge working within nuclear facilities, or a highly regulated radiological field to design systems and operations for rigorous work control process. This includes a detailed understanding of authorization basis for nuclear facilities, requirements of configuration management and risk management.
- Knowledge of Laboratory management and structure including how to engage other internal organizations to accomplish diverse aspects of a project. Ability to promote and maintain productive relationships across directorates, with other laboratories, and with other external entities.
- Programmatic leadership experience, including guidance, management, and technical oversite of the group.
- Expert communication, facilitation, and collaboration skills necessary to lead multidisciplinary teams, present and explain technical knowledge and provide advice to senior management and/or external sponsors.
- Knowledge of regulatory requirements governing nuclear material projects, and general knowledge of plutonium processes.
- Subject matter expert knowledge in theory, design, and application of management practices to address challenging technical engineering problems.
Additional qualifications at the SEL.5 level
- Extensive experience and expert knowledge of special nuclear operations, shipping and packaging of special nuclear components, and non-destructive assaying methodologies.
- Significant experience with mitigation strategy development, contingency allocation processes, resource development and scheduling activities in a dynamic environment.
Qualifications We Desire
- Master’s degree in Mechanical Engineering, or a related engineering/physical science field.
- Knowledge of nuclear facility inventory reporting requirements, detailed understanding of material flow in nuclear facilities, including assaying requirements as driven by DOE Orders. Significant experience in readiness activities as governed by DOE 425.1D.
- Programmatic leadership and supervisory skills in developing technical advancements in nuclear plant operations.
- Demonstrated leadership experience in deployment and/or operations at LLNL, Nevada National Nuclear Site, or other NNSA Sites.
- Familiarity with LLNL’s Superblock Facilities.
