Job Description

We have an opening for a Metrology Engineer that will be matrixed to support the Weapon Technologies and Engineering (WTE) Program, under the auspices of the Weapons and Complex Integration (WCI) Principal Associate Directorate (PAD). You will be responsible for developing and maintaining processes and guiding staff to ensure the WTE Program meets all applicable requirements associated with NAP 401.1 (NNSA Weapon Quality Policy) relating to Critical Measurement & Test Equipment (CM&TE). This responsibility will include interfacing with Defense Technologies Engineering Division (DTED) / Weapon Technologies and Engineering (WTE) personnel and senior management staff to ensure requirements are met and being applied consistently across the program. You will be expected to represent WTE’s CM&TE program internally and externally at reviews and audits conducted by external agencies. This role will report to the Engineering Directorate, Materials Engineering Division (MED), Manufacturing Engineering Section.


This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.


In this role you will

  • Provide significant support and oversight to WTE’s CM&TE Program, by contributing to all aspects of the Critical M&TE operations for the WTE Program, to include setting programmatic objectives and priorities that best fulfill the metrology initiative of the WTE Program, Livermore Field Office (LFO), and NNSA/HQ.
  • Provide technical expertise to address CM&TE challenges such as Uncertainty Analysis (UA), functional verifications, and calibration coversheet certificates to address gaps between calibration vendors and contractual requirements.
  • Coordinate with the WTE Quality Assurance Manager on CM&TE effectiveness reviews and internal self-assessments to ensure WTE Program CM&TE requirements are being met in preparation for external audits; develop corrective action plans in an effort to mitigate gaps.
  • Develop solid working rapport and interface frequently with the NNSA’s Primary Standards Laboratory (PSL), an external agency with auditing oversight for WTE’s CM&TE and LLNL’s general operations metrology program(s).
  • Ensure required CM&TE documentation meet LLNL and NNSA requirements, such as initiating nonconformance reports are submitted to the Livermore Field Office (LFO) when required
  • Ensure the CM&TE database is being updated on a frequent basis with the most current status of the metrology assets and related documentation.
  • Develop, maintain, and provide quarterly metrics to the WTE QA manger, associated with in-calibration and out-of-calibration assets of the WTE CM&TE Metrology Program.
  • Ensure inactive and/or out-of-calibration assets are tagged out-of-service until an “As-Found” condition recalibration has been performed, or destruction has been realized and CM&TE database reflects current status.
  • Interface across LLNL with program personnel and/or facility managers, technical contacts, and scientists to leverage technical and quality interactions outside of the work unit and at times external to LLNL.
  • Present technical approaches, project plans, and documentation to peers and program managers.
  • Perform other duties as assigned.

Additional job responsibilities, at the SES.4 level

  • Manage and lead personnel including working with hiring team to identify new staff needs and provide team member performance input when asked for personnel appraisal input team members within the work scope.
  • Serve as a Subject Matter Expert (SME) for metrology across the WTE Program.
  • Make decisions using a high degree of independent discretion and judgment and resolve multi-project/program requirements through negotiations.
  • Manage project scope, schedule, and budget.
  • Function in lead role during external audits.
  • Develop research and development proposals.
  • Participate, as invited, on external metrology audits and reviews within the NSE.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor’s degree in Mechanical Engineering, Precision Engineering, or equivalent combination of education and related experience.
  • Practical experience in the application of Uncertainty Analysis (UA), functional verification, and error budgeting, with a proven applicability for new and existing processes and equipment.
  • Significant experience assessing internal calibration programs, traceability conformance, uncertainty of measurement including total uncertainty ratios to determine adequacy of calibration.
  • Significant experience reviewing and validating CM&TE equipment suitability, instructions, range and accuracy analysis.
  • Advanced knowledge of metrology principles and technologies as well as their application.
  • Advanced engineering knowledge associated with inspection operations and significant experience interpreting specifications and mechanical drawings.
  • Practical experience with an understanding and/or application related to one or more of the following: National Institute of Standards and Technology (NIST), ISO/IEC 17025, and ANSI/ASME standards and their application related to CM&TE.
  • Significant experience assuming responsibility with minimal instruction and supervision; exercising sound judgment and high-consequence decision making to solve moderately complex problems in a multi-tasked environment.
  • Significant experience working independently and collaboratively as part of a team with effective organizational and interpersonal skills.
  • Experience with mechanical inspection, technical measuring devices and calibration of M&TE assets.
  • Advanced verbal and written communication skills necessary to effectively collaborate in a team environment to present and explain technical information and provide advice to management and guidance to team members.
  • Significant experience effectively working in small, multi-disciplinary teams with experience interacting and collaborating with all levels of technical staff, managers, vendors, and external contacts.
  • Experience with computers, i.e., Word, Excel, PowerPoint, and database management (used to manage M&TE assets and related documents).

Additional qualifications at the SES.4 level

  • Master’s degree in Mechanical Engineering, Precision/Metrology Engineering, or equivalent combination of education and related experience.
  • Subject Matter Expertise (SME) in Precision Engineering with significant experience with the design and evaluation of precision machines, systems, and processes to ensure the accuracy of the repeatable measured output.
  • Significant experience with a solid understanding and/or application specifically related to one or more of the following: National Institute of Standards and Technology (NIST), ISO/IEC 17025, and ANSI/ASME standards and their application related to CM&TE.
  • Significant experience in the application of Uncertainty Analysis (UA), functional verification, and error budgeting, with a proven applicability for new and existing processes and equipment.
  • Demonstrated leadership skills to effectively lead and manage small, multi-disciplinary teams with significant experience interacting and collaborating with all levels of technical staff, managers, vendors, and external contacts.
  • Experience with general fabrication processes and operations including mechanical inspection, technical measuring devices and calibration of M&TE assets.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors.

Qualifications We Desire

  • Strong interpersonal skills with an emphasis on developing relationships and building long-term collaborations with internal members of the team and/or external sponsors.
  • Broad knowledge of LLNL programmatic needs and applications. Strong knowledge of WCI work scope and/or programmatic elements.
  • Experience with High Explosives Instrumentation Committee (HEIC) approved testers and associated HEIC-approved calibration procedures and off-site calibration.
  • Ability to stand up a metrology program in accordance with federal level contractual requirements in the implementation for program and enterprise compliance.
