Job Description

The Environment, Safety, and Health (ES&H) Directorate has an opening for a Program Integration Specialist.  ES&H is a multi-discipline directorate with 100+ complex and dynamic ES&H programs that we manage for the Laboratory, a $60+M budget, and ~400 employees.  As a  Senior Program Integration Specialist, you will be a member of the Planning and Performance Management Office (PPMO) staff reporting to the PPMO Office Leader.  Your primary objective will be working with ES&H SMEs and impacted stakeholders in cross-functional development and seamless implementation of ES&H programs.  In the Program Integration Specialist role, you will frequently interact with the ES&H SME community as well as our customers within the programmatic, oversight, and Laboratory support organizations.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. 

In this role you will 

  • Facilitate the development and integration of programmatic strategies for diverse institutional processes and technical requirements in compliance with federal and state regulations, as well as DOE and institutional requirements.
  • Plan large efforts requiring cross-functional collaboration across multiple disciplines and a broad customer base.
  • Provide leadership and technical expertise to multidisciplinary working groups to develop and integrate highly complex ES&H-related programs with broad implications across the institutional and customer community.
  • Utilize quantitative and qualitative analysis and process improvement principles to develop and improve processes and to identify and recommend opportunities, based on program requirements and processes, to support an effective and consistent implementation.
  • Serve as a technical resource and facilitate various advisory and working group meetings/committees related to program implementation to ensure successful communications and seamless implementation.
  • Advise the PPMO Office Leader and ES&H Senior Leadership team on meaningful metrics and performance indicators for program integrations.
  • Develop and deliver briefings to the PPMO Office Leader, and ES&H Senior Leadership Team, regarding the status of metrics and performance indicators.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level 

  • Mentor ES&H SMEs and partnering customers in process mapping, value streaming, and process improvement, to instill a culture of programmatic discipline.
  • Lead significant technical projects without formal authority, resolving a diverse range of complex problems and developing, planning, and coordinating highly complex solutions.
  • Serve as the primary technical resource for the organization. Provides strategic technical advice to management and/or customers.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • Bachelor’s degree in an engineering, physical science, ES&H, or other related technical field, or equivalent combination of education and related technical experience.
  • Technical leadership skills and experience which includes interactions with SMEs, customers, and external regulatory organizations.
  • Experience leading complex, high-value technical projects, and experience leading in situations without formal authority, resolving complex problems and developing, planning, and coordinating solutions.
  • Advanced knowledge of and experience applying technical project management and process improvement principles and problem-solving, conflict resolution, persuasion, negotiation, and consensus-building skills and independent judgement to ensure deliverables are met.
  • Ability to work and lead a team under multiple complex and tight deadlines.
  • Experience managing with a strategic focus, typically through Technical Staff Leaders to lead and achieve objectives.
  • Skilled in generating, and maintaining, successful and effective working relationships with a broad cross-section of management, technical, and administrative personnel.
  • Advanced verbal and written communication, facilitation, collaboration, and presentation skills required to effectively present, explain, and advise senior management and external regulators.

Additional qualifications at the TSS.4 level

  • Expert technical leadership skill and experience which includes interactions with SMEs, customers, and external regulatory organizations.
  • Extensive experience applying project management and process improvement principles and problem-solving, conflict resolution, persuasion, negotiation, and consensus-building skills and independent judgement to ensure milestones and deliverables are met.
  • Expert level knowledge of DOE and NNSA policies, procedures, integrated systems, and best practices pertaining to program management and operations.
  • Expert verbal and written communication, facilitation, collaboration, and presentation skills required to effectively present, explain, and advise senior management and external regulators.

Qualifications We Desire

  • Experience working at DOE or non-government hazardous facilities, ES&H, and/or work planning and control roles.

Security Clearance

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.  Some positions will require a DOE L or Q clearance (please reference Security Clearance requirement above).  If you are selected and a clearance is required, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
