Job Description

We have an opening for a Business Directorate Administrator position. The Business Directorate provides a broad array of essential business services that include, but are not limited to equipment procurement, innovative graphic design, communications support, and travel which enable the Laboratory to fulfill its science and national security mission. As the Business Directorate Administrator, you will lead and oversee administrative and personnel operations. You will serve as a member of the Business senior management team and participate in strategic business, workforce, and operational planning activities. This position will report directly to the O&B Principal Directorate Administrator.

In this role, you will

  • Manage and oversee the Business Directorate’s day-to-day business operations and personnel management function of close to 300 employees to achieve long-range directorate/programmatic goals through interactions with high-level personnel both internally and externally.
  • Evaluate, plan, advise on, and implement administrative, operational, and institutional policies, procedures, methods and practices in support of Laboratory-wide initiatives and fast-paced HR activities at the directorate level.
  • Serve as a member of the Business senior management teams and using expert knowledge, contribute on and participate in business and workforce restructuring and planning, operational issues, and strategic planning activities; oversee administrative budget and forecast staffing levels to ensure appropriate support of mission activities
  • Research and analyze highly complex and sensitive business, operational and/or organizational issues and problems; prepare complex reports for management’s use and decision making; recommend and implement courses of action.
  • Manage the directorate business and operations staff consisting of exempt and non-exempt employees, including oversight of recruiting, hiring, training, performance appraisals, ranking, salary, and implementation of office technology systems and procedures.
  • Participate in and manage the Business performance management and ranking processes and salary activities for all classifications within the Business Directorate, ensuring adherence to Laboratory policy and organizational standards.
  • Analyze and interpret human resources requirements/guidance and determine course of action to obtain optimal results. Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
  • Perform other duties as assigned.

Additional job responsibilities at the A01.5 level

  • Administer a variety of internal committees and/or meetings to ensure timely information dissemination on personnel-related policies and issues. Represent the Business Directorate on institutional committees and working groups.
  • Lead, manage, and oversee the development and implementation of advanced concepts, policies, procedures, methods, techniques, standards, and applications.
  • Provide strategic and tactical execution regarding administrative operational issues and synthesize multi-faceted and complex issues and challenges into short and long-term measurable goals, metrics, and deliverables.
  • Oversee internal and external audits, assessments, action items, and high-level inquiries.


  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s Degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Extensive supervisory experience with demonstrated leadership and teambuilding skills to effectively build and manage an effective business and operations support team.
  • Significant experience in administrative line management of personnel functions including an in-depth knowledge and understanding of recruiting, hiring, performance management, staff relations practices, and HR compliance requirements (FLSA, ADA, EEO, etc.), and experience interpreting and applying a wide variety of personnel policies and procedures.
  • Advanced analytical, research, and complex problem-solving skills to independently anticipate, identify, and resolve complex issues effectively; experience using creative thinking, sound judgment, collaboration, and decision-making skills necessary to explain and lead staff and management through various situations to achieve desirable outcomes and performance.
  • Significant experience managing budgets and staffing levels.
  • Experience leading and supervising business, operational and/or organizational activities; participating in a variety of organizational projects and researching, interpreting, implementing, and applying a wide variety of policies, procedures, and guidelines.
  • Advanced administrative and organizational skills, including attention to detail, flexibility, and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines; ability to work effectively with short deadlines and frequent interruptions.
  • Advanced interpersonal, verbal, and written communication skills to explain, negotiate, persuade, and lead staff and management through conflict resolution in order to resolve complex personnel and business operations actions; experience interacting with all levels of personnel exercising a high degree of discretion, mature judgment, and tact in working effectively on a variety of institutional and/or organizational projects and resolving organizational issues of a sensitive nature.
  • Advanced knowledge of personal computers and associated software including MS Office applications and experience developing complex reports for use in management decision making.

Additional qualifications at the A01.5 level

  • Extensive experience leading and overseeing business, operational and/or organizational activities for a large organization or institutional entity.
  • Experience overseeing internal and external audits, assessments, action items, or high-level inquiries.
  • Extensive experience leading and overseeing a variety of cross-organizational and/or integrated projects.

Qualifications We Desire

  • Knowledge of LLNL operations and DOE or similar agency requirements.

Security Clearance
