Job Description

Lawrence Livermore National Laboratory seeks to fill the position of an Associate Director (AD) for Infrastructure and Operations (I&O). LLNL is one of the nation’s premier National Laboratories with programs that range from basic and applied research across multiple scientific disciplines to nuclear weapons stockpile stewardship and support of other national security programs. The Laboratory has an annual budget of ~$2.7 billion and employs ~ 8,000 employees. LLNL is operated by Lawrence Livermore National Security (LLNS), Limited Liability Corporation (LLC) for the U.S. Department of Energy (DOE).  The LLNS, LLC is comprised of the University of California, Bechtel National Corporation, Babcock and Wilcox Technical Services Group, and Amentum. Reporting directly to the Operations and Business Principal Associate Director (PAD), the DPAD serves as a member of the Operations & Business (O&B) senior management team and will actively participate in and contribute to key decisions pertaining to strategic initiatives, operational improvement, and work execution.

As the AD for I&O, you will provide leadership and strategic management for the Emergency Management, Environmental Restoration, Infrastructure Maintenance, Utilities, and Infrastructure Engineering and Operations Departments. This position is responsible for critical functions across the campus comprised of approximately 7M square feet of diverse facilities spread out across two sites, including structures, utilities (mechanical utilities and power distribution), lands, roads & grounds. You will be responsible for long and short-term strategic leadership planning and for managing a budget of approximately $100M and managing an exempt and nonexempt staff of approximately 550, including staff covered under a collective bargaining agreement.  In support of program mission execution, as the AD, will balance acquisitions, sustainment, recapitalization, modernization, safety, compliance, and environmental restoration to ensure real property assets and infrastructure are available, utilized, and in a suitable condition to accomplish the Laboratory’s mission. In partnership with other O&B Directorates will work closely on strategies and integration and serve as a member of O&B’s senior management team to deliver exceptional support to World-Class Science. 

Essential Duties

  • Provide innovative leadership and vision for Emergency Management, Environmental Restoration, and Facilities & Infrastructure Departments ensuring quality and excellence.
  • Ensure the development and maintenance of a comprehensive LLNL emergency management program encompassing technical and administrative aspects of fire and building safety, emergency programs, and fire and alarms life safety systems which meet DOE and National Fire Protection Association (NFPA) codes and standards.
  • Ensure the Environmental Restoration Department provides cost-effective, science based and state of the art environmental restoration of soil and groundwater in accordance with CERCLA, RCRA, and Federal Facility Agreement requirements.
  • Ensure Engineering & Operations and Maintenance & Utilities Departments, comprised of Maintenance and Service Shops, Electric Utilities, Mechanical Utilities, and Operational Support personnel, support building systems, site utilities, and operational activities.
  • Collaborate with stakeholders in the creation, integration, and execution of LLNL’s infrastructure vision.
  • Accountable for staffing, operating budgets, expenditures and staffing plans for I&O functions.  Recruit, retain, and develop highly qualified staff. Ensure succession planning and career development strategies are developed within the directorate and within the O&B Principal Directorate (PD).
  • Model and promote integrity, respect, customer service, continuous improvement and accountability. Foster efficient and engaged teamwork with a high focus on superior performance, timely and transparent communication, mutual support, talent development, in a compliance and safety & security culture.
  • Proactively build and sustain partnerships with the Livermore Field Office (LFO), DOE/NNSA, other DOE Laboratories and sites, and internal key stakeholders. Partner closely with the Programs, Laboratory support organizations, and others for seamless integrated planning and execution to maximize value and impact. Ensure that stakeholders are engaged, apprised, and involved in appropriate aspects of planning and execution.
  • Perform other duties as assigned.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Engineering or a related field or an equivalent combination of education and related experience.
  • Extensive senior level leadership experience managing an infrastructure organization for a large corporation, university, or government research laboratory with extensive experience improving safety, efficiency and cost-effectiveness. Experience in standing up or managing a customer facing facility management program.
  • Significant and broad knowledge and experience in emergency management and operations, environmental restoration, facilities maintenance and construction, and utilities including various trade support areas such as HVAC, carpentry, roofing, painting, plumbing, electrical, and equipment maintenance.
  • Extensive experience managing and directing a large, diverse multidisciplinary team, building positive and collaborative working relationships among a wide range of scientific, technical, operational and administrative staff. Extensive experience developing and mentoring staff. 
  • Extensive experience solving problems, establishing trust and credibility and managing change effectively.
  • Experience working in an environment covered by a collective bargaining agreement.
  • Extensive expert level leadership and management skills in setting strategic direction, motivating people, overseeing and executing budgets, and managing programs, projects, and/or organizations to achieve desired results.
  • Expert communication skills and experience presenting data and negotiating at the highest level of management, both internally and externally. 

Qualifications we Desire

  • Extensive knowledge of relevant DOE Orders, national standards, ES&H policies and procedures and other regulatory agency requirements.
  • Advanced degree in Engineering or related field or Licensed Professional Engineer (PE) and/or International Facility Management Associate (IFMA) or Building Owners and Managers Institute (BOMI) certifications.
  • Experience as an Emergency Director or in an Emergency Response Organization.

Security Clearance

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.  Some positions will require a DOE L or Q clearance (please reference Security Clearance requirement above).  If you are selected and a clearance is required, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
