Job Description

We have an opening for a Deputy Project Integration Manager.  You will participate in the development and implementation of the strategic plan for facilities that support the organization’s mission, as well as development and implementation of the technical designs required for the infrastructure within the National Ignition Facility (NIF).  You will be responsible for ensuring all security requirements are identified and incorporated into all construction designs.  This position is in Directorate Operations within the National Ignition Facility and Photon Science Principal Directorate (NIF&PS).

Essential Duties

  • Provide strategic guidance, solutions, and technical direction to all program and project decisions regarding technology, cost, scheduling, staffing and performance, serving as a subject matter expert.

  • Manage and lead to ensure that a strong quality control and quality assurance program is in place to support the engineering and construction activities.

  • Collaborate with the Procurement organization to ensure appropriate contracting strategies are in place to support implementation of the high-level strategic facilities plans.

  • Ensure design and construction efforts are thoroughly reviewed, approved and meet all applicable standards both institutionally and per state and federal law; including proper security requirement implementation during construction.

  • Plan, implement, and oversee all construction assessment activities within NIF&PS. Report daily status to the NIF&PS Project Integration Leader and document a comprehensive monthly assessment of progress and issues related to construction projects, assemblies, and installations.

  • Assess ongoing design and planning activities to ensure safety and security requirements are explicitly addressed including providing solutions to highly unusual and/or highly complex issues where creative or innovative approaches may be required.

  • Represent the organization as the primary technical contact on tasks and projects.

  • Manage multiple projects, while performing these duties for all projects simultaneously.

  • Perform other duties as assigned.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.

  • Bachelor’s degree in science, engineering or a related technical discipline, or equivalent combination of education and previous relevant experience.

  • Extensive experience in Project Management with responsibility for developing and mentoring key project staff, team building, and employee training and performance metrics program, while performing in-depth analysis on factors that can be both tangible and intangible.

  • Extensive knowledge of estimating, construction ability issues, building codes, scheduling, quality control, and cost reporting disciplines including expertise in government estimating requirements for construction projects.

  • Extensive experience in planning and executing large scale projects and track record of safe implementation of work in highly complex construction and engineering sites including working with factors that may not be well-defined, requiring creative and innovative approaches.

  • Significant experience developing strategies for various project delivery methods and various contract forms including defects claims, change orders, and multi-party sub-contractor analysis reports.

  • Expert knowledge and experience in state-of -the-art highly complex design and alteration of commercial, industrial, and laboratory facilities; experience with earned value management systems including development, implementation, and corrective actions and critical path method scheduling and critical path analysis.

  • Expert knowledge and strategic leadership experience with a capital construction program involving multiple simultaneous projects with competing priorities; highly complex analytical and problem-solving skills.

  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.

Qualifications We Desire

  • Familiar with latest Life Safety Code, ADA/UFAS code, OSHA regulations.

  • Experience with Lean Construction methodologies.

Security Clearance

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.  Some positions will require a DOE L or Q clearance (please reference Security Clearance requirement above).  If you are selected and a clearance is required, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
