Job Description

Lawrence Livermore National Laboratory (LLNL) is looking for multiple Cost Accounting Standard Analysts to join a dynamic and fast-paced environment. You will utilize finance and accounting principles for regulatory and compliance reporting. In this role, you will have the opportunity to review and perform policy and compliance research, preparation, analysis, maintenance, and review of highly complex institutional cost accounting issues and financial information.  This position will be in the Budget Operations Group, Cost Accounting & Indirect Analysis Team in the Office of the CFO.

This position will be filled at either the C01.3 or C01.4 level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will 

  • Analyze accounting practice changes, prepare accounting practice change proposals, and analyze and prepare cost impact statements in accordance with Cost Accounting Standard (CAS) and/or Federal Acquisitions Regulations (FAR) cost principles.
  • Perform complex self-assessments, draft responses and represent the organization in financial audits to meet deliverables
  • Prepare comprehensive written analysis and interpretation of complex financial issues, including analysis of policy, guidelines, and other regulatory issues and negotiate complex proposals for accounting changes.
  • Formulate and communicate proposed decisions within scope of designated authority and provide financial and business process consultation and improvement expertise.
  • Formulate draft policies, procedures, and processes with organizational and institutional impact in response to DOE/NNSA/LLNS and other federal financial laws, orders, and guidelines with regard to the interpretation and application of financial standards, policies, and procedures.
  • Revise and maintain the Laboratory's Cost Accounting Standards Board (CASB) Disclosure Statement in accordance with CAS and LLNL's financial policies and procedures.
  • Represent department and/or directorate on working groups/committees and lead key efforts/projects to develop unique solutions to complex problems.
  • Foster and establish professional working relationship within the department, customers throughout the Laboratory, NNSA, LFO and external auditors.
  • Perform other duties as assigned.

Additional job responsibilities, at the C01.4 level

  • Direct and participate in the analysis of accounting practice changes, development and oversight of change proposals, and cost impact statements in accordance with Cost Accounting Standard (CAS) requirements.
  • Formulate, communicate, and implement decisions within scope of designated authority and provide extensive and highly complex financial and business process consultation and improvement expertise.
  • Operate as a subject matter expert, internal consultant and advisor to financial staff and other internal stakeholders, represent department and/or directorate on working groups/committees and lead key efforts/projects to develop unique solutions to highly complex problems.

Serve as a mentor to other Financial Analyst in the performance of assigned duties and responsibilities.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s Degree in Business Administration, Accounting, Finance, or related field or equivalent combination of related experience, education, and training in the finance/accounting field.
  • Proven knowledge of and direct experience performing financial functions, including the use of Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
  • Advanced experience performing self-assessments and representing the organization in government and institutional audits and/ or direct experience with the Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA).
  • Complete knowledge and significant experience performing and directing financial findings, working with diverse funding sources including direct and indirect.
  • Significant experience with decision making, problem-solving and analytical skills to independently solve complex issues requiring mature judgment, discretion and tact and experience negotiating desirable outcomes.
  • Strong communication skills, both written and verbal to deliver financial briefings, documentation, reports and financial advice to senior Laboratory personnel and other external organizations and agencies. Ability to effectively explain, negotiate, establish and maintain effective working relationships with all levels of personnel, both internal and external to the Laboratory.
  •  Advanced computer and software application skills and experience.

Additional qualifications at the C01.4 level

  • Extensive experience applying expert analytical skills to research, interpret, analyze, compile, and present highly complex financial data and information. 
  • Comprehensive knowledge of and expertise performing financial functions, including the use of Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).

Qualifications We Desire

  • Experience delivering financial briefings, documentation, reports and financial advice to Laboratory senior managers and personnel and other external organizations and agencies.

Security Clearance

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.  Most positions will require a DOE L or Q clearance (please reference Security Clearance requirement).  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
