We have an opening for a Hazardous Energy Control Subject Matter Expert (SME) within the Environmental, Safety & Health (ES&H) Directorate. The Hazardous Energy Control SME will provide comprehensive support to Lawrence Livermore National Laboratory (LLNL) programs and operations performing work that requires application of LOTO. You will support workers, supervisors, and managers from across the Laboratory to ensure LOTO work activities are performed in accordance with applicable standards. The Hazardous Energy Control Subject Matter Expert manages the institutional LOTO Program. This position is in the Safety Engineering (SE) Functional Area.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
In this role you will
- Provide technical expertise and leadership for the institutional LOTO Program.
- Work with a variety of organizations to develop institutional requirements, processes, and procedures for the LOTO Program, including governance documents, LOTO procedure templates, and training.
- Serve as a leader, advisor, and mentor to workers and work supervisors performing LOTO by providing technical and administrative guidance in specific work evolutions involving Complex LOTO situations.
- Perform and document an annual periodic inspection of the LLNL LOTO Program, which includes observations, ensuring procedure reviews completed by responsible persons, and aggregating data.
- Communicate any deficiencies involving worker and/or work supervisor understanding to the authorizing organization.
- Lead standing working groups and/or advisory committees to drive institutional change in maintenance work planning and LOTO. Assist working groups comprised of maintenance service providers and application developers to define business processes and tool functionality.
- Revise the general LLNL LOTO Program for any procedural deficiencies identified.
- Develop metrics and performance indicators for LOTO, and status the Safety Engineering Functional Area Manager and responsible managers of the maintenance service provider organizations regarding performance and recommend improvements.
- Perform other duties as assigned.
Additional job responsibilities, at the TSS.4 level
- Develop and participate in a peer network of Hazardous Energy Control Experts from other DOE facilities and industry to solicit feedback, share best practices, and seek benchmarking opportunities.
- Benchmark LOTO Programs from other DOE institutions and industry to seek best practices.
- Invite peer DOE facilities and industry to participate in benchmarking events at LLNL.
- Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s Degree in an engineering, science, ES&H or other related technical field, or equivalent combination of education and related technical experience.
- Significant experience working as a field engineer, work planning engineer, and/or ES&H engineer performing or providing technical and/or planning support for moderate to complex work activities, using scientific or engineering knowledge of the various types of materials, equipment, and methods used in the technical work.
- Experience applying comprehensive knowledge of engineering and ES&H principles, compliance requirements, and/or safety basis requirements. Advanced knowledge of hazardous energy, chemical, industrial, explosives, and/or radiological hazards.
- Ability to manage multiple competing priorities, and to apply project management principles to organize, coordinate, and accomplish work.
- Strong technical writing skills with experience developing technical documents such as work procedures, work instructions, specifications, Lockout/Tagout (LOTO) procedures, and hazard permits. Experience drafting work packages, including Job Hazard Analyses (JHAs).
- Excellent facilitation and leadership skills necessary to lead and facilitate multi-disciplinary teams of technical experts through technical discussions, including conflict resolution skills necessary to resolve differing professional opinions.
- Strong interpersonal, verbal, and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information and provide advice to work planning team members, supervisors, and management.
Additional qualifications at the TSS.4 level
- Extensive leadership and management experience in a large-scale, mission-oriented organization consisting of multiple organizations with varying levels of oversight and technical and operational management.
- Extensive experience leading/managing operational programs with an emphasis on work control, facility operations, risk management, or Environmental Safety and Health (ES&H) areas, which may include planning, overseeing, and balancing operational and budget priorities to achieve desired results.
- Substantial experience in being politically adept, influential with the ability to build strong and sustained partnerships across diverse and broad internal and external organizations.

- Experience applying various Human Performance Improvement tools for both individuals and work teams (e.g., procedure use and adherence, place-keeping, pre-job briefings, etc.).

LLNL is a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) Laboratory.
