The Health Services Department (HSD) within the Environment, Safety & Health (ES&H) Directorate has an opening for a Site Occupational Medical Director (SOMD). This leadership role will serve as the Laboratory’s primary medical authority, will set the strategic direction for its occupational health and wellness programs, develop performance measures that accurately reflect the state of health of the LLNL’s program, and identify performance improvement initiatives to improve medical care and services. The SOMD will be expected to provide medical support in the clinic on a periodic basis and as needed. The SOMD will interact with all levels of personnel and management from the Director’s Office, ES&H Directorate, LLNL programs, DOE/NNSA/LFO, and external regulatory and accreditation agencies. This position will report to the ES&H Associate Director.
In this role you will
- Serves as the Site Occupational Medical Director for the entire Laboratory as specified in 10 CFR 851 and other applicable federal and state statutes.
- Responsible for the strategic leadership and oversight of the Laboratory’s occupational health and wellness programs, with responsibility for the quality of care and services provided to the workforce.
- Utilizes medical expertise to establish the Laboratory’s approach to maintaining a healthy and productive workforce, employing all the components of preventive and occupational medicine; including medical surveillance and certification, behavioral health, worker compensation, health promotion, emergency response, and medical epidemiology. Reviews and incorporates, as appropriate, health and medical surveillance standards as promulgated by OSHA, DOE, and other Federal, State, and local regulatory agencies.
- Works collaboratively with fellow members of the senior management team and the Health & Wellness Services Manager in the development of health and wellness programs, and in implementation of strategic objectives, Accreditation Association for Ambulatory Health Care (AAAHC) standards, LLNL policies and procedures, requirements imposed by the prime contract with DOE, and applicable laws and regulations.
- Serves as the Functional Area Manager for the Occupational Medicine Program, ensuring that all management assurance functions are implemented, and that benchmarking, assessments, and performance measures are used to understand the overall health of the program.
- As a key member of the ES&H senior management team, interact and negotiate across the program and laboratory to set and implement directorate and institutional program strategies and policies. Participates in health and environmental issues at the policy-making level and communicates on an ongoing basis with senior management to insure program effectiveness.
- Monitors the quality and appropriateness of medical care and serves as payroll supervisor of the Lead Physician and Lead Psychologist, with responsibility for licenses, certifications, and privileging of all medical staff.
- Ensures the Lead Physician and Lead Psychologist are actively involved in decisions with the potential to impact medical or behavioral health for employees.
- Represent occupational health and wellness programs and LLNL to senior Lab management, DOE/NNSA, and other federal Agencies, including developing and maintaining effective relationships with a suite of funding agencies. Serves as the LLNL point of contact for epidemiological studies (e.g., health studies of present and former workers) and as a resource to the community for health concerns.
- Maintains appropriate standards of ethics, medical confidentiality, and recordkeeping.
- Possess a valid California physician license, board certification in Occupational Medicine; or alternatively board certification in Family Practice, Internal Medicine, or Emergency Medicine and the ability to qualify to obtain board certification in Occupational Medicine within 2 years; (or ability to obtain board certification, and a valid Drug Enforcement Administration (DEA) license.
- Extensive experience working in an occupational medicine organization providing preventive and occupational medical care and services to a dynamic workforce exposed to a wide variety of workplace hazards.
- Ability to meet immunization and tuberculosis screening requirement for health care workers, and ability to obtain, or possess a valid Basic Life Support (BLS) certification
- Exceptional leadership skills and extensive experience developing strategic solutions to complex problems and leading innovative initiatives.
- Experience and ability to exercise medical judgment independently, reliably, and competently with a high degree of integrity, maturity, discretion, and judgement.
- Extensive experience interacting and negotiating at the executive level with internal and/or external managers, customers, and sponsors. Proven ability to influence change at the senior executive management levels.
- Expert analytical, decision-making, and problem-solving skills to evaluate, interpret, negotiate, recommend, and implement actions/solutions for highly complex problems.
- Expert communication, facilitation, collaboration, and interpersonal skills necessary to lead across a diverse organization, guide innovative approaches, and advise Senior Laboratory management.
- Excellent ability to interact and collaborate with others in a consistently positive manner, exercise discretion and tact, and gain consensus in an environment where others may have strongly conflicting ideas and goals.
Qualifications We Desire
- Possess or willingness to complete certification as a Medical Review Officer.
- Expert knowledge of a wide range of workplace hazards including chemical, biological, radiological and ergonomics.
- Expert knowledge of industrial hygiene, epidemiology, toxicology and public health population-based health analysis principles and the ability to apply them in an organizational context.
